PURPOSE : The purpo se of this general order is to establish guidelines for member performance evaluations . II. SCOPE: All members III. DISCUSSION: The Temple Terrace Police Department must be able to depend on satisfactory job performance from its members to achieve agency objecti ves. The objectives of the performance evaluation program can only be obtained through daily supervisory interaction, obser vation, correction, and evaluation of member behaviors /performance . IV. DEFINITIONS: A. Exemplary Performance (5) – Exceptional demonst ration of skills, professionalism, and commitment, consistently surpassing expectations. Sets a high standard for others to follow. B. Commendable Performance (4) – Strong and commendable performance, meeting and often exceeding expectations. Demonstrates co mpetence, dedication, and positive contributions. C. Standard Performance (3) – Meets the expected level of performance. Consistently fulfills job responsibilities with competence, adhering to established standards and procedures. D. Marginal Performance (2) – Falls slightly below the expected standard. Performance may require improvement in certain areas and attention is needed to meet expectations fully. E. Unacceptable Performance (1) – Performance does not meet the required standard. Significant shortcomings in skills, behavior, or adherence to protocols. Immediate corrective action is necessary. _____________________________________________________________________________ General Order B --10 2 of 4 Performance Evaluations V. PROCEDURES: A. Every full time sworn member will be evaluated annually on the anniversary of their employment , or for supervisors, the anniversary of their promotion al date . Nonsworn members will be evaluated each year during the month of the anniversary of their initial hire date. B. The Performance Evaluation Form shall be administered by the chief of police and completed by the member's designated supervisor. Members shall be provided a copy of their completed Performance Evaluation Form at the end of each rat ing period. C. The evaluation shall only be based on performance occurring during the current rating period; beginning immediately after the previous evaluation was finalized. D. Each member shall be counseled at the beginning of the rating period concerning the following: 1. Tasks of the position occupied . 2. Level of performance expected . 3. Criteria used for rating s on the evaluation . E. Procedures for the use of the Performanc e Evaluation Form: 1. Sworn m embers shall receive a finalized annual evaluation from their immed iate supervisor each year during the month of their anniversary or for supervisors, the anniversary of their promotion. Non-sworn members will receive a finalized evaluation each year during the month of the anniversary of their initial hire date. a) All annual sworn member evaluations shall be completed at least 15 days prior to the member's anniversary date/promotion al anniversary date. b) After the immediate superviso r has completed the evaluation, the evaluation shall be forwarded to the appropriate division commander for review . After review, the division commander shall forward the evaluation to the chief of police for final review. c) The chief of police shall review the evaluation, approve , or deny it , and return the evaluation to the supervisor for correction and/or issuance to the employee . d) After completing a review of the evaluation with the member, the member shall be provided a score and asked to contribute any r emarks which will be noted in the “Employee Comments” section of the evaluation . e) A digital co py of the evaluation will be signed by both the supervisor and member using the Digital ID feature in Adobe . f) The signed evaluation shall be forwarded to the appr opriate division commander for their digital signature and then forwarded to the chief of police to be finalized. 2. Members shall meet with their immediate supervisor halfway through the rating period to review the status of their ongoing evaluation for the current evaluation period. a) Deficiencies shall be discussed, and a plan of action implemented in order to provide the member with ample opportunity to improve substandard performance prior to their annual evaluation taking place . 3. Each member shall be ass igned performance measures related to his/her current function within the department . a) Each of these performance measures may be rated as “Exemplary”, “Commendable”, “Standard”, “Marginal”, or “Unacceptable”. b) The rating shall be based upon the member's p erformance related to that particular performance measure throughout the current evaluation pe riod. c) Explanatory comments are mandatory for all performance scores. _____________________________________________________________________________ General Order B --10 3 of 4 Performance Evaluations 4. Comments should be listed in the appropriate comments section within the evaluation. These comments shall be documented in the space provided directly beneath the performance measure . 5. Members shall only be rated on the specific criteria or performance measures that relate to their function during the rating period . F. Supervisory responsibilitie s: 1. Supervisors will submit a completed evaluation , a minimum of 15 days , before a sworn member 's anniversary date or, for supervisors
