PURPOSE : The purp ose of this policy is to provide all members of the department with an understanding of the promotional process that applies to them . This process shall be job related and nondiscriminatory. II. SCOPE: All members III. PROCEDURES: A. Detective, Corporal , and Serge ant Assignments a. Assignment to detective, and promotion to corporal or sergeant is at the sole discretion of the chief of police or designee. b. Assignment to master police officer, master corporal, and master sergeant is outlined within Article 32, of the res pective union contracts. c. All members of the bargaining unit who are promoted to corporal or sergeant shall be adjusted to the new pay grade in accordance with SECTION V of the current sworn union contract. B. Letter of Intent a. Members wishing to be considered for promotion to the rank of corporal or sergeant, who meet the minimum requirements listed in the respective job description, must submit a letter of intent to the chief of police. b. Letters of intent will remain on file for two years unless the member sub mits a written request to the chief of police voluntarily withdrawing their name from consideration. C. Drug Screening a. An employee selected for promotion will be required to pass a substance abuse test. Upon notification of promotion, the employee must conta ct human _____________________________________________________________________________ General Order B -9 2 of 2 Promotional Assignment resources prior to the conclusion of the next business day, excluding Saturdays and Sundays, for substance abuse test scheduling. b. If the employee fails to report to the designated facility for substance abuse testing, the promotion will be rescin ded, the employee will be removed from further consideration for the current promotional opportunity , and the employee will be ineligible for promotion for 12 months. c. Positive test results will disqualify an employee from continuing in the promotional pro cess and may subject the employee to disciplinary sanctions . d. The effective date of the promotion will be determined by the chief of police or designee after receiving negative test results. D. Master Police Officer Assignments a. An officer in the bargaining un it shall be assigned to the level of master police officer so long as the officer meets the minimum requirements listed in Subsection A of Section II. All officers assigned to the level of master police officer shall be adjusted to the new pay grade (Step 11) on the effective date of their annual anniversary date. i. All officers wishing to be assigned to the level of master police officer shall meet the following minimum requirements. 1. A minimum of 240 law enforcement course hours. 2. The officer must have attend ed FTO for law enforcement, and two leadership courses for law enforcement (Supervisor Techniques, Instructor Techniques, FBI -LEEDA, etc.) or their equivalent for this with previous law enforcement experience. 3. The officer must have completed Step 10 and ha ve 10 or more years of service with the department. IV. OTHER VACANCIES A. Command Staff Position - Appointments to the ra nk of captain or above, commander , or executive assistant, are exempt from the promotional process. B. Civilian Supervisor Position - Civilian supervisor appointments or promotions will not be based on competitive examin ation. Affected division commanders will provide recommendations to the chief of police. All such appointments or promotions will be made by the chief of police. C. All appointm ents will consider the candidate’s knowledge, skills, and abilities and will not discriminate against any candidate on the basis of race, ethnic background, gender, sexual orientation, religion, economic status, age, cultural group , or any other identifiab le group.
