I. PURPOSE:
The purpose of this directive is to establish a writ ten direc tive system for the Depart ment. It is
the intent of the Temple Terrace Police De partment to maintain an orderly written direc tive
system to provide consistency in the D epartment's o rders, rules, and procedures. It is the
Department’s practice to provide all members with access to these directives so they may be
kept informed of departmental rules and regula tions, operational procedures, and other
relevant guidelines.
The Chief of Police is vested with the authority to issue, modify, or approve all departmental
written directives prior to them becom ing effec tive.
Division commanders are vested with the authority to issue, modify, or approve directives
(e.g., divisional memoranda or a procedural order) that apply specifi cally to their component's
operations provided such orders do not conflict with the Department's General Orders.

III. DISCUSSION:
A well -organized written directive system pro vides an orderly mean s of writ ten commu nication
and direc tion. The Department's system encompasses various direc tives that are distributed
to all a ffected members.
Written d irectives are stored in an authorized computer network. This network provides
members with imm ediate access to these directives via assigned laptop and/or desktop
computers. A copy of the writ ten directives will be maintained by the Professional Standards
Sergeant or designee in case of a catastrophic network failure .

IV. DEFINITIONS:
A. Authorizatio n Memos are memorandum completed by the Chief of Police or designee,
which provides department members with specific authority or direction toward the
completion of a designated act not requiring updates to established departmental
procedures.
B. Collecti ve Bargaining Agreement is a written contract governing specific issues between
the Department and the Fraternal Order of Police Labor Unit and its members.
C. Division Directives consist of specific written directives that apply to a certain component,
and a re designed to establish procedures for use within that component that are not
addressed in the Department's General Orders. Divisi on directives cannot supersede
Department General Orders. Division Commanders may implement these procedural
guides for use within their components.
D. General Orders are written directives issued by the Chief of Police that establish proce -
dure, rules or regulations for all department members.
E. Instructional Materials consist of written directives, such as Training Bulletins or Legal
Bulle tins that are designed to instruct members on changes in law or operational
procedures. These may be issued by various agencies. Training Bulletins will be issu ed
by the Chief of Police or d esignee.
F. Memoranda consist of written communica tion that contains information, advisories, or an -
nouncements of general or specific interest that do not change departmental procedures.
Any member may issue memoranda.
G. Personnel Rules and Regulations are a collection of C ity written directives used for the
administration of personnel policies: e.g., classification plan, pay plan, vacation/sick lea ve
provisions, etc., in lieu of or in addition to any current labor agreement. Human
Resources, a separate City department , will issue these directives.
H. Specia l/Emergency Orders are written directives issued by the Chief of Police or designee
to initiate temporary revisions to a departmental directive, such as a General Order, to
rescind a General Order, or to govern particular situations on a department level.

V. PROCEDURE:
A. The Temple Terrace Police Department's written directive system shall consi st of the
following components:
1. General Orders
a. To provide clear and understand able direction, General Orders contain specific
elements designed to communicate their contents. These elements include:
i. Purpose - a statement of the intent of the directive.
ii. Scope - who the directive applies to.
iii. Discussion - a summary of the intent of a directive and background infor mation
relating to the matter.
iv. Definitions - statements clari fying specific terms.
v. Procedures - approved meth ods for handling, responding, or complet ing a
specific task or activi ty.
b. All General Orders will be indexed within the proper computer folde r and arranged
by chapter according to the subject material. Any specific purge date will be
designated. If no purge date is assigned, the o rder will remain in effect until
rescinded by the Chief of Police.
