I. PURPOSE:
This general order establishes procedures for utilizing the TurboCourt PC at the Temple
Terrace Police Department to assist domestic violence victims in preparing and filing
online court forms for injunc tions for protection (restraining orders).
II. SCOPE:
All sworn and commun ications members
III. DISCUSSION:
The Temple Terrace Police Department has partnered with the Hillsborough County Clerk
of Court & Comptroller Office to offer TurboCourt services. TurboCou rt provides domestic
violence victims the option to prepare and file online court forms for injunctions for
protection without the assistance of a lawyer. This service ensures that victims have
immediate access to legal resources, enhancing their safety an d well -being.
IV. DEFINITIONS :
A. TurboCourt : An online service offered by the Hillsborough County Clerk of Court and
Comptroller that allows domestic violence survivors to prepare and file court forms for
injunctions for protection. This service is available wi thout the need for a lawyer and is
designed to be accessible and user -friendly.
B. Filer: An individual who utilizes the TurboCourt PC at the Temple Terrace Police
Department to prepare and file online court forms for injunctions for protection
(restraining o rders) due to domestic violence.
V. PROCEDURE:
A. The TurboCourt PC is locate d on the first floor of city hall in the community engagement
room.
General Order B -88 Page 2 of 2 Use of TurboCourt PC B. Filers can access the system Monday through Friday from 8:00 A.M. to 10:00 P .M. and
on Saturdays from 8:30 A.M. to 4 :30 P .M.
C. Prior to initiating the filing:
a. The responding patrol officer should advise the filer to have their driver's license,
passport, or state identification ready before starting their TurboCourt session.
b. Inform the filer that it is important to answer each question fully and accurately.
There is a thirty (30) minute timeo ut, so they should press the save button often.
D. For filing questions (Monday through Friday, 8 am to 5 pm), contact 813 -276-2029
extension 4356. For technical issues, email Servicedesk@hillsclerk.com and copy
DomesticViolence@hillsclerk.com .
E. Officer Responsibilities:
a. If a filer arrives at the police department seeking an injunction for protection, an
officer will escort them to the community engagement room.
b. Officers will stand by while the filer utilizes the TurboCourt PC to assist with any
questions and maintain security.
c. The officer shall inform dispatch that they are not available fo r calls and remain at
the station while the filer is in the building. At no time is a filer to be left alone in the
building.
d. The filer must print the completed document and take it to the George Edgecomb
Courthouse for notarization and filing.
e. Ensure the filer logs out of TurboCourt and verify that no damage occurred to the
computer or the room before escorting them out of the building.
VI. Special Considerations:
A. TurboCourt services are also available at multiple locations, including the George
Edgecomb Cour thouse, Plant City Police Department, Hillsborough County Sheriff's
Office Substations, and Tampa Police Department Substations.
