I. PURPOSE :
The purpose of this directive is to establish the duties and responsibilities that all first line
supervisory personnel will be required to carry out during their tenure as a first line
supervisor with the Temple Terrace Police Department.

III. DISCUSSION:
The effective duties and responsibilities of first line supervisory personnel are critical to the
success of any police agency. To achieve effective direction, coordination, and control, first
line supervisory personnel must understand these duties and responsibilities and be held
accountable for their actions. The first line supervisor is a sergeant or corporal, section
supervisor, or designated officer/employee who is assigned the duties of a first line
supervisor. The first line supervisor’s span of control may, on a day -to-day basis, increase to
include other personnel temporarily assigned to his/her service or work area, but not
personnel actively assigned to another supervisor or supervisory team. Each employee shall
be accountable to only one supervisor or supervisory team at any given time. A designated
first line supervisor shall be any person assigned to that position normally occupied by a
sergeant, corporal , or section supervisor, and shall have the responsibilities and authority
described in this general order while acting in that capacity.
IV. DEFINITIONS:
A. Duties - Obligatory tasks, conduct, service, or functions that arise from one's position.
B. Responsibilities - Moral, legal, or mental accountability.
C. First Line Supervisor - A sworn employee with the rank of sergeant or corporal or a
civilian employee assigned as a section supervisor .
D. Supervisory Team - A sergeant and corporal assigned to the same unit or squad.
V. DUTIES AND RESPONSIBILITIES OF ALL FIRST LINE SUPERVISORS:
A. All first line supervisory personnel within the department are charged with providing
guidance and assistance to their subordinates and evaluating their performance. All first
line s upervisors shall make regular observations of subordinate ’s performance and
discuss with the subordinate those areas in which the subordinate’s work performance or

General Order B -43 2 of 5 FIRST LINE SUPERVISOR conduct is unsatisfactory as soon as the problem becomes evident. Performance
evaluations will be prepared and submitted by the date due.
B. Supervisors are given the authority to make decisions necessary for effective executio n
of their responsibilities. Commensurate responsibility must accompany such authority .
Therefore, e ach first line supervisor is accountable for the use of delegated authority, as
well as his/her failure to use it.
C. To achieve effective direction, coordination , and control, first line supervisory personnel
are accountable for the performance of subordinates under their immediate control.
D. Conduct investigations of misconduct by subordinates assigned to them at the direction
of their division commande r or other higher authority.
E. Conduct special assignments and administrative duties as assigned by their division
commander or other higher authority.
F. Review and approve all reports, supplemental reports, and other paperwork initiated by
subordinates under his/her span of control for:
1. Thoroughness , accuracy, neatness, organization of required reports, and any
supplemental information .
2. Complet eness and timeliness of any required computer entries or data.
G. Conduct roll call briefings and inspect the equipment and appearance of subordinates
assigned to them to ensure compliance with department regulations.
H. Assign duties and responsibilities to subordinates under their charg e.
I. Perform regular patrol, enforces laws, makes arrests, and conducts general police duties
when necessary (sworn first line supervisors) .
J. Respond to citizen complaints.
K. Review and recommend action on requests for leave, training, overtime, and equipment
by subordinate s.
L. Maintain required staffing levels.
M. Ensure that communications directed through them, either up or down the chain of
command, are passed on in an accurate and timely manner.
N. Establish and maintain open channels of communications between themselves,
subordinates, immediate superior, and other divisions of the department.
O. Act upon all infractions of city rules and regulations and police department directives that
they observe or of which they are informed, and initiat e disciplinary action as needed .
P. Keep the subordinates assigned to them informed of changes in department policies and
goals.
Q. Counsel subordinates in private to point out and help correct errors and professional
weaknesses; commend subordinates in public for exemplary performance.
R. Assume additional specialized duties and responsibilities consistent w ith their respective
assignment.
VI. ADDITIONAL DUTIES AND RESPONSIBILITIES SPECIFIC TO THE PATROL DIVISION:
A. As frequently as possible, first line patrol supervisors should respond to both routine and
emergency situations for the purpose of observing and evaluating the performance of the
officers assigned to them. Additionally, incidents of a serious nature will require the
presence of a patrol supervisor. While first line patrol supervisors should respond to any
incident which requires on -scene supervision and direction, the presence of a first line
patrol supervisor shall be required
