PURPOSE The purpose of this Directive is t o establish procedural guidel ines and standards for traffic enforcement and the safety of the employee and the motorist. B. SCOPE This directive is applicable to all sworn members this Departme nt. TRAFFIC ENFORCEMENT General Order 217.2 GO 217.2 Traffic Enforcement Page 2 of 14 Rev. 12/12/23 C. POLICY It is the policy of the City of Sunny Isles Beach Police Depart ment to enforce state and local traffic laws in a uniform manner without regard to race, religion, sex, age, or economic status. All enforcement actions shall be accomplished in a firm, fair, impartial, and courteous manner. The Departmen t’s traffic enforcement in itiatives are directed to ensure the safe, expeditious flo w of pedestrians, bicyclists, a nd motor vehicle traffic throughout the City. D. SPEED MEASURING DEVICES 1. The City of Sunny Isles Beach Police Department assigns radars and or lasers upon a radar/laser certified officer’s request and/or due to traffic assignment. 2. Operator Training and Certification: a. Prior to using a traffic radar or laser device, officers must a ttend an approved training course by the Florida Criminal Justice Standards and Training Commission and receive certification. b. Certification is in accordance with the following, but not limi ted to; D.H.S.M.V. Rules Chapter 15 B-2, and F.S.S 943 3. Radar and Laser Calibration: a. Radar and laser devices will have the calibration expiration da te placed on the outside of the radar and laser device. A copy of the calibration record for each Department owned rada r and laser will be kept by the Traffic Unit Supervisor. The original calibration record will be maintained with the equ ipment. It shall be the responsibility of the member assigned the Radar /Laser to check the expiration date. (a) If the calibration is expired, the speed measuring device will be removed from service and the Traffic Unit Supervisor notified. (b) All radar and laser devices mus t be certified prior to operatio n. 4. Radar and Laser Issuance: a. Radar and laser devices shall be issued by the Quartermaster an d issued upon the approval from the Strategic Services Commander or designee. b. Officers will maintain Radar and Laser logs to document their r adar enforcement activities. c. Lasers shall be secured in a safe location at the end of the sh ift or use. d. It will be the responsibility of the member assigned the Radar/ Laser to examine each d evice, to ensure that components of the radar and laser device, including tuning fork s, are present and are in good condition. If deficiencies are noted, the radar and laser device will be r emoved from service until the deficiencies are corrected. 5. Hand-Held/Stationary Radar Operating Procedures: a.
