PURPOSE The purpose of this directive is to provide guidelines for Department members when they encounter situations possibly involving infectious diseases and/or blood-borne pathogens in compliance with chapter 64E-16 of the Florida Administrative Code and with the Occupational Safety and Health Administration (OSHA) Title 29 of the Code of Federal Regulations 1910.1030. It provides for training, exposure determination, vaccination program, exposure treatment, universal precautions, waste management, and provisions for annual review. This directive also serves as the Exposure Control Plan for the City of Sunny Isles Beach Police Department. SCOPE This directive is applicable to all members of the Department who may reasonably expect to come in contact with blood or other potentially infectious material while performing their duties. C. POLICY It shall be the policy of the City of Sunny Isles Beach Police Department to provide reasonable protection to all members having occupational exposure to blood or other potentially infectious materials. This directive will be reviewed annually by the Exposure Control Officer and updated by the Accreditation Manager whenever necessary to reflect new or modified tasks and procedures that affect occupational exposure designed to eliminate or minimize occupational exposure and to reflect new or revised members’ positions with occupational exposure. D. DEFINITIONS Acquired Immunodeficiency Syndrome (AIDS): A disease of the human immune system caused by the Human Immunodeficiency Virus (HIV). AIDS is the final stage of HIV disease, which causes severe damage to the immune system. Bio-Medical Waste: Liquid or semi-liquid blood or other potentially infectious materials; contaminated items that would release blood or other potentially infectious materials in a liquid or semi-liquid state if compressed; items that are caked with dried blood or other potentially infectious materials and are capable of releasing these materials during handling; contaminated sharps; and wastes containing blood or other potentially infectious materials. Blood: Human blood, human blood components, and other products derived from human blood. Blood borne Pathogens: Pathogenic micro-organisms which are present in the blood and blood products of humans and other primates that can cause disease in humans. These pathogens include, but are not limited to, Hepatitis B Virus (HBV), Hepatitis C Virus (HCV), and Human Immunodeficiency Virus (HIV). Contaminated: The presence or the reasonably anticipated presence of blood or other potentially infectious material on an item or surface. Contaminated Laundry: Laundry that has been soiled with blood or other potentially infectious material. Contaminated Sharps: Any contaminated object that can penetrate the skin such as broken glass, edged weapons, needles, etc. Decontamination: The use of physical or chemical means to remove, inactivate, or destroy blood borne pathogens on a surface or item to the point where they are no longer capable of transmitting infectious particles and the surface or item is rendered safe for handling, use, or disposal. Engineering Controls: Those controls that isolate or remove blood borne pathogen hazards from the workplace (e.g., sharps disposal containers, self-sheathing needles, needleless systems). Exposure Incident: A specific eye, mouth, mucous membrane, non-intact skin, or parenteral contact with blood or other potentially infectious materials that results from the performance of a member’s duties.
