A. PURPOSE
The purpose of this policy is to establish guidelines for all special events with which the Sunny Isles Beach Police
Department is involved.
B. POLICY
It is the policy of the Sunny Isles Beach Police Department that special events are properly evaluated by addressing
security needs, resource limitations and Departmental objectives prior to such events taking place.
C. DEFINITIONS
Special Events: include the following types of activities which require police assistance:
Requests made by private individuals or organizations for the temporary and limited use of City-owned
land or right of ways;
Requests to use City-owned land or right of ways or the use of privately owned land for some organized
activity which would alter the designated purpose of such property and impact the citizens of Sunny Isles
Beach for a certain period of time;
Governmental sponsored events; and
Dignitary visitations.

D. PROCEDURE
1. The City of Sunny Isles Beach has Special Events Coordinators assigned to the Administrative Division
commander. These coordinators are charged with the responsibility of scheduling officers to work the event in
an off-duty capacity.
2. After approval is granted by the City Manager’s Office or the Code Compliance Division Manager, the City
Special Events Coordinator will schedule meetings with the event organizers and every department in the City
who will be impacted by the event the Police Department shall be involved.
3. The Administrative Division commander or designee shall be responsible for the oversight of any and all events
and decide the necessary command level for the event including but not limited to:
a. Developing written procedures or Incident Action Plan to include the following:
Designation of a single person or position as the supervisor/coordinator for the coverage of the event
Logistical requirements; and
Coordination all police resources assigned to the event as well as resources from outside the city.
b. Attend the meetings for the special events;
c. Assign a Sergeant or other Department member to attend the special events meetings; or
4. The Police Department’s Event Coordinator shall:
a. Attend the special event meetings;
b. Ensure that the concerns of the Police Department are addressed with regards to the impact a special event
may create involving traffic, crowds, security, etc.; and
5. The Criminal Investigations Unit will provide any information concerning anticipated crime problems, other
than those generally associated with large crowds. Other special operations personnel will be selected based
upon the particular event.
6. Special events support and logistics may be handled by the Cultural and Community Services with assistance
from the Strategic Services Division Commander or other City employees. They will make arrangements for
barricades, traffic cones, EMS, Fire Department and other special resources of the City which may be required
during the event. They will also ensure that all logistical equipment is in place such as stages, sound systems,
bleachers, heavy motorized equipment, barricades, or other special equipment required by the Police
Department.
7. Estimates of traffic and attendance and anticipated crime problems shall be addressed by the Police Coordinator
during the special events meetings. Many times the organizers of an event have an estimate of the size of the
crowd they expect to draw. These initial figures help with the Police Department's assessment of the number of
officers needed to adequately police an event.

8. Personnel Resources:
a. The Police Department’s Event Coordinator shall make the necessary scheduling arrangements of Police
Officers working the event.
b. On duty or overtime police resources require approval by the Chief of Police or designee.
c. Off duty police resources are generally utilized to provide security, traffic and crowd control during these
events. When the event is policed by off duty officers then the Administrative Coordinator shall be
responsible for scheduling of the officers, billing the event organizers for the off duty services.
9. Police Department resources are available for high profile special events. The Department’s Command Staff
shall determine which of these resources are needed and used. Resources available are as follows:
a. Bicycle Patrol Officers
b. Motor Unit
c. Marine Patrol Unit
d. Public Information Officer (PIO)
e. Ocean Rescue staff
f. All-terrain vehicles
E. DIGNATARY PROTECTION
1. On occasion, high profile individuals visit the City, and many of these involve special security concerns. Most
of these involve other law enforcement agencies such as the Secret Service, and require coordination primarily
with the local police agency.
a. For this reason, most of these events do NOT go through the normal special events process for the City.
Contact is usually made directly with the Police Department with security concerns handled in meetings
with the Chief of Police or designee in accordance with General Order 311.
