PURPOSE The purpose of this policy is to establish guidelines for the S unny Isles Beach Police Department in handling bomb related incidents. B. POLICY It is the policy of the Sunny Isles Beach Police Department to respond to bomb related incidents, identify any explosive and/or incendiary threat and reduce or eliminate the threat in the safest possible manner. C. SCOPE AND APPLICABILITY This policy applies to all members of the Sunny Isles Beach Pol ice Department when handling bomb related incidents. This policy is meant to be used as a general guide, in conjunction with Policy 311 – Unusual Occurrences, in order to respond to such incidents. D. PROCEDURE 1. In the event a bomb threat comes through the SIBPD Communicatio ns or is received by any member of the department, via mail, email or one-on-one encounter the SIBPD member receiving the call shall be responsible for the following: a. Notify the Miami-Dade Communications Center immediately by tran smitting the initial information over the dispatch radio; b. Obtaining as much information as possible from the call taker ( where the bomb is located, what it looks like, the type of device it is , when it will go off, etc.); c. Providing any additional significant information and assistance , as necessary. 2. Response: a. The response to the immediate area shall be as quiet and unobtr usive as possible. b. All units responding to the actual scene should turn off their radios, cell phones, laptops and any other device(s) transmitting radio signals when within a two block ar ea and communicate with Communications via landline (telephone) from a separate building. Further comm unication procedures during the incident will be determined by MDPD Communications, in conjunction with the SIBPD supervisor on-scene. c. Once the property owner approves a search, the ranking officer shall organize the method in which the search is conducted based on the size and location of the area. d. If in fact, a suspicious device is located; the immediate area shall be cleared and a security perimeter shall be established. 3. The on-duty patrol supervisor s hall be responsible for the foll owing: a. Conducting appropriate administr ative call out procedures (noti fying the chain of command); b. Ensuring the establishment of a security perimeter; c. Organizing the search, which may include forming search teams; d. Determining the search p rocedures to be used; e. Determining the equipment to be used; f. If needed, notifying and requesting the assistance of the: SIBPD Detective(s); MDPD Explosive Detection K-9 Unit; MDPD Bomb Team; Miami-Dade Fire Department; and Appropriate local, state, and federal agencies. 4. Evacuations shall be completed i n accordance with Policy 311 – Unusual Occurrences. 5. When applicable, post explosion procedures shall be the respons ibility of the ranking supervisor. 6. If a police report is completed, a copy shall be forwarded to t h e F B I v i a e m a i l t o MIAMIBOMBTHREATS@IC.FBI.GOV . If a report is not completed an email shall be sent to the sa me address documenting the details of the bomb threat.
