A. PURPOSE
The purpose of this directive is to establish procedures for th e collection, submission, security, and dissemination
of criminal intelligence information.
B. SCOPE
This directive is applicable t o all Department members.
C. POLICY
It is the policy of t he City of Sunny Isles Beach Police Depart ment that the collection of criminal intelligence shall
conform to existing law and shall at all times respect the priv acy and constitutional rights of individuals, groups,
and organizations. Completed in telligence reports shall be revi ewed by the Criminal Investigations Unit (CIU)
commander or designee to ensure that the information has been c ollected lawfully before classification, assignment,
and/or filing. Reports that fail to meet this criterion shall b e shredded.

D. DEFINITIONS
Intelligence Information: Information concerning “an identifiable person or group of pe rsons
collected by a criminal justice agency in an effort to anticipa te, prevent, or monitor possible
criminal activity.” Such information is considered “active” as long “as it is related to intelligence
gathering conducted with a reasonable, good faith belief that i t will lead to detection of ongoing
or reasonably anticipate d criminal activities.”
Intelligence Files: Stored information on the activit ies and associations of indiv iduals,
organizations, businesses, and gr oups who are suspected of bein g or having been involved in the
actual or attempted planning, or ganizing, financing, or commiss ion of criminal acts; or are
suspected of being or having been involved in cri minal activiti es with known or suspected crime
figures.
E. PROCEDURE
1. While the Department has members assigned to participate in spe cific unified task-forces, it does not have
members assigned on a full-time basis to the intelligence funct ion. Rather, intelligence is gathered through the
use of citizens coming forward with information, informants, in vestigations, other law enforcement agencies,
etc.
2. Prior to conducting any pre-pl anned intelligence gathering oper ation, members will subm it an operational plan
to the Criminal Investigations Unit (CIU) Lieutenant via the Ch ain Of Command, which includes the plan for
utilization of personnel, techniqu es, and equipment in gatherin g intelligence information.
3. Within every law enforcement organization, it is an absolute ne cessity that certain confidential information be
maintained on organized criminal activities and the persons inv olved that is not obtainable through regular law
enforcement channels.
