A. PURPOSE
The purpose of this directive is to establish formal guidelines for the use, protection, and development of informants
by the members of the City of Sunny Isles Beach Police Departme nt.
B. SCOPE
This directive is applicable to all sworn members of the Depart ment.
C. POLICY
1. It is the policy of the City o f Sunny Isles Beach Police Depart ment to utilize confiden tial informants and
recognize they are often essentia l to the effectiveness of prop erly authorized criminal investigations or
intelligence gathering activities. At the same time, such utili zation carries with it special challenges and risks
that warrant prudent a nd responsible efforts.

2. The Sunny Isles Beach Police De partment acknowledges that speci al care must be taken to carefully evaluate
and closely supervise the use of confidential informants. Due t o the inherent dangers a ssociated with criminal
investigations, when the use of a confidential informant is ant icipated, a priority of such operations is the safety
of the person(s) involved, including the confidential informant , Department members, target offender(s), and
the public.
D. DEFINITIONS
Confidential Informant (CI): A non-law enforcement person who provides information or othe r assistance on a
continuing or sporadic basis usually for monetary payment or ot her consideration. Confidential Informants may
have been involved in criminal behavior and associate with othe rs who engage in criminal behavior. The identities
of Confidential Informants must be protected due to the likelih ood of reprisals if exposed. Assistance provided by
Confidential Informants includes but is not limited to making u ndercover introductions and making controlled drug
purchases. Confidential Source (CS ): A non-law enforcement person who provides information on a case by case basis.
Confidential Sources may or may not be involved in criminal con duct, but their professions or associations with
persons involved in criminal behavior expose them to intelligen ce data of value to law enforcement. Confidential
Sources generally do not want to testify in court, have their i dentities revealed, or work with law enforcement on a
continuing basis. Monetary payments and other considerations ma y be provided in exchange for the information or
assistance provided. If the CS seeks continuing compensation, b ecomes under the direction and control of a specific
Department member, or becomes an active part of the investigati ve process, this person's status should be changed
to that of a CI.
