PURPOSE The purpose of this policy is to establish procedures for membe rs of the Sunny Isles Beach Police Department to follow in reference to sexual violence investigations. B. POLICY It is the policy of the Sunny Isles Beach Police Department to respond to the special needs of victims of sexual violence. Furthermore, all members of the Sunny Isles Beach Pol ice Department shall exercise sensitivity when responding to these needs. C. SCOPE This policy applies to all sexual violence investigations condu cted by members of the Sunny Isles Beach Police Department. D. DEFINITIONS “Sexual Battery” means oral, anal, or vaginal penetration by, or union with, th e sexual organ of another or the anal or vaginal penetration of another by any other object; however, sexual battery does not include an act done for a bona fide medical purpose. TvvÉâÇ àtu|Ä|àç? tÇw exáÑxvàAÊ E. PROCEDURES 1. Investigations of sexual violence shall be conducted in accorda nce with Department Policy 200.2 – Criminal Investigations. In addition to the provisions set forth in Poli cy 200.2, the following shall apply to all sexual violence investigations conducted by Department members. 2. In the event a call of a sexual violence incident comes through the SIBPD Communications Unit rather than through the Miami-Dade Police Communications Center, the Depart ment member receiving the call shall be responsible for the following: a. Dispatching the initial information over the dispatch radio (ty pe and location of incident); b. Assuring the victim/reporter that the police are responding; c. Encouraging the victim/reporter to stay calm; d. Inquiring about possible injuries and the need for medical assi stance; e. Determining if the suspect is still on-scene; f. If the suspect is not on-scene, obtaining a suspect description and any other relative information on the suspect; g. Keeping the victim/reporter on the telephone until the first of ficer arrives and is in immediate contact with the victim/reporter; h. Documenting the phone number the victim/reporter is calling fro m; and i. Providing any additional significant information over the dispa tch radio as received. 3. The initial officer or detective shall be responsible for the f ollowing, when applicable: a. Reassure the victim they are safe. b. Because the victim is in crisis, be gentle, talk softly, and gu ard against body language and facial expressions which could upset or alienate the victim. c. Obtain a description of the suspect and have it broadcast immed iately. Officers should remember the victim is in crisis and therefore, their memory may not be functioning properly. Any questioning of the victim should be done by only one offi cer to minimize confusion and re assure the victim. d. Make the necessary notifications: Supervisor(s) Additional and/or specialty unit(s) On-Call Detective e. Secure the crime scene. SEXUAL VIOLENCE INVEST
