A. PURPOSE
The purpose of this directive is to establish proper and consis tent guidelines for the administration of photographic
line-ups and field show-ups in an effort to promote accurate an d reliable eyewitness identif ication and to minimize
the possibility of erroneous identification.
B.
SCOPE
This directive is applicable to all members authorized to perf orm photographic identification.
C. POLICY
1. It is the policy of the City of Sunny Isles Beac h Police Depart ment for its members to maximize the reliability
of identifications, minimize unjust accusations against innocen t persons, and to establish evidence that is
reliable and conforms to esta blished legal procedure.

2. Lineups allow the police to determine if a suspect is the actua l offender and, if not, to c ontinue their search for
the actual offender and release the innocent individual not ide ntified, if appropriate
D. DEFINITIONS
Blank Photo (Pages ): A sheet of paper the same size as the photographs utilized in the photo-line that is blank,
with no photo showing.
Eyewitness: A person whose identification by sight of another person may b e relevant in a criminal proceeding.
Filler Photos: Photographs of persons other t han the suspect, used to comple te a photo lineup.
Functional Equivalent Procedures (FEP ): Procedures utilized when an independent administrator is no t utilized,
permitting the member to conduct a sequential photographic line -up in a manner that precludes him or her from
knowing when the suspect is presented to the witness.
Independent Administrator: A member administering a line‐up who has no knowledge of the suspect’s identity
(Sometimes referred to as a “Blind Administrator”).
Lineup: The term ‘Lineup(s)” refers t o photographic or live lineups.
Live Lineup: Live presentation of individuals, before an eyewitness, for t he purpose of identifying or eliminating
suspects.
