A. PURPOSE
To establish Departmental direc tives and establish guidelines f or the promotional process.
B. SCOPE:
This directive is applicable to all employees of this Departmen t.
C. POLICY
It is the policy of the Department to establish standards speci fying conditions for the selection and evaluation of
candidates for promotion. The promotional process is designed t o ensure fairness in the selection of employees for
promotion. Promotions shall be based solely on the results of t he promotional process without regard to race, creed,
color, sex, religious or political affiliations, national origi n, age, disability, family status, or sexual orientation. If
at any time this procedure conflicts with federal or state law, city or county ordinances, or collective bargaining
agreements, then such applicable law, ordinance, rule or agreem ent shall take precedence.

D. PROCEDURE
1. Job Related and Non-Discriminatory Procedures:
a. The Chief of Police or designee determines the Department’s pro motional needs.
b. Every element of the Department’s promotional process shall be job related and non-discriminatory.
c. Promotional examinations are cr eated, developed and/or administ ered by the Police Department’s
Administrative Division.
d. The Chief of Police or designee determines the numerical weight f o r a n y e l e m e n t o f t h e e x a m i n a t i o n
process, if any.
e. Unless otherwise directed by th e Chief of Police or designee, t he Administrative Division Commander is
vested with the authority and responsibility for coordinating t he Department’s role in the promotional
process for personnel.
f. The Administrative Division’s role in the promotion process inc ludes:
Preparing a written announcement for promotional opportunities. (Annex 11A)
Developing all elements of the promotion process.
g. New or modified minimum qualifications will be presented to the bargaining unit for review, discussions
and agreement before they are implemented.
2. Promotional Process
a. Sworn employees: When a supervisory position vacancy exists and a decision is made by the Chief of
Police or designee to fill the position, a promotional announce ment shall be prepared.
b. The Office of the Chief or Human Resource Department will issue a promotional announcement for eligible
candidates for Deputy Chief, Lieutenants, and Sergeants.
