PURPOSE The purpose of this directive is to establish and describe all elements of the selection process and provide guidelines for the professional and legal requirements of the personnel se lection process; to establish authority and responsibility for administrati on of the personnel selection pr ocess. B. SCOPE This directive is applicable t o all Department members. C. POLICY The City of Sunny Isles Beach Police Department is an Equal Opp ortunity Employer and will select the most qualified candidates for employment. No applicant will be discr iminated against in the application process because of race, color, age, sex, religi on, national origin, marital st atus, or disability. All facets of the selection process will be administered, scored, inter preted, and documented uniformly and without bias or discrimination. D. AUTHORITY The Chief of Police or designee is responsible for administerin g the department's role in the selection process; however, the ultimate authority for the selection of applicants to fill existing or projected positions rests with the Chief of Police. E. BACKGROUND CHECKS 1. The term background used in this directive is used to describe the process/collect ion of specific information (as defined by Florida Department of Law Enforcement Criminal Justi ce Standards and Training Commission (CJSTC) Florida Administrative Code Rule 11B-27.0022). Addition ally, background inves tigations will adhere to the Criminal Justice Standards and Training Commission’s Bac kground Investigation Procedures manual maintained in the Background Unit. a. Background checks will be perform ed on all personnel hired to w ork for the Police Department either sworn or non-sworn. Other personnel not specifically working for the Police Department may be subject to background checks prior to gaining unrestricted or restricted a ccess to Police Department facilities. b. Background checks for applicants applying for sworn positions w ill be conducted by the Backgrounds Unit prior to the start of employment. If the original background ch eck is more than one year old (FAC 11B- 27.0022), a second background ch eck shall be conducted by the B ackgrounds Unit.
