A. PURPOSE
The purpose of this directive is to establish guidelines for co nducting performance evaluations of Department
employees.
B. SCOPE
This directive is applicable to all employees of this Departmen t.
C. POLICY
1. It is the policy of the City of Sunny Isles Beach Police Depar tment to maintain and administer a fair and
objective performance evaluation system of all employees. a. General:
The administration of the City of Sunny Isles Beach Employee Pe rformance Evaluation Program for
the Police Department lies with the City of Sunny Isles Beach H uman Resources Department.

The Department must be able to depend on satisfactory job perfo rmance from its employees to achieve
Departmental goals. The objectives of the Performance Evaluatio n Program will be to:
(a) Maintain and improve employee pe rformance. Foster and standardi ze fair and impartial
personnel decisions. Provide an objective and fair means for measuring and recognizi ng
individual performance.
(b) Identify training and retraining needs. Ensure the proper utili zation of human resources. Assure
the public, that all employees are qualified to carry out their assigned duties.
b. Employee Performance Evaluations are utilized by the Department in a variety of ways to assess an
employee including:
Assess the strong points of the employee for possible future du ty assignments. Determine suitability
and effectiveness in present assignment. Assess ability for ass uming added responsibility.
c. A review will conducted by the rater with each member at the be ginning of the rating period concerning
the following
Task of the assigned position;
Performance expectations;
Rating criteria.
D. PROBATIONARY PERIOD
1. The standard probationary period for all new sworn employees sh all begin from the date the sworn employee
begins paid, full-time employment and will last twelve (12) cal endar months from the date of hire.
2. All probationary employees shall be evaluated by their immedia te supervisor at least once during their
probationary period, once they h ave successfully completed the field training program
a. Upon expiration of this time period, and the successful complet ion of the initial probationary period, the
Chief of Police shall:
Approve, in memorandum form, the e mployee’s retention, at which time they shall be granted
permanent status.
In the event the Chief of Police disapproves retention, in writ ing via a memorandum, the new sworn
employee shall automatically be terminated from employment with the City for failure to complete the
probationary period.
3. The standard probationary period for all newly promoted supervi sors shall commence upon promotion and will
last for twelve calendar months from the date of promotion.
a. Upon expiration of this time period, and the successful complet ion of the probationary period, the Chief of
Police or designee shall:
Approve or disapprove the supervis or’s retention in memorandum form.

If the supervisor’s retention is disapproved, the employee shal l automatically be rolled back to their
previous classification for failure to successfully complete th e probationary period.
4. Collective and Non-Collective Bargaining Unit Employees who are em ployed with The Cit y of Sunny I sles
Beach are at-will as set forth in the City of Sunny Isles Beach Employee Policies & Procedures Manual.
E. EMPLOYEE PERFORMANCE EVALUATIONS
1. Employee Performance Evaluations are a basic management instrum ent, the results of which are of
informational value to both the Department and the employee. A record of supervisor/employee
communications about their performance protects the rights of t he employee and prevents any misunderstanding
in regard to performance expectations.
2. Written performance evaluations will be completed for all Depar tment employees. All employees will be
