A. PURPOSE
To provide guidelines for the gr ievance process; to provide res ponsibility for the coordination of the grievance
process; to provide a procedure for maintaining grievance recor ds; to provide for an annual analysis of the grievance
process.
B. SCOPE:
This directive is applicable to all members of this Department whether or not covered by a collective bargaining
agreement.
C. POLICY
The purpose of this directive is to ensure a fair and formal pr ocedure for dealing with grievances which arise
between members and management. It is recognized that a formal method which allows members to resolve their
grievances with management fair ly and expeditiously is an eleme nt which can help reduce personnel dissatisfaction,
improve morale, identify problems in the organization, and incr ease the positive perception employees have of the
organization.

D. DEFINITIONS
For the purposes of this directiv e, the following definitions s hall apply whether used in singular or plural:
Collective Bargaining Unit Member: A member of a job class for which the collective bargaining
association acts as the exclusive bargaining representative reg ardless of whether the member is a member of
the association.
Grievance: A dispute or difference between members and administration invo lving a perceived job related
incident or occurrence, or a d ispute involving the interpretati on or application of the collective bargaining
agreement. Cases relat ed to discipline are considered appeals a nd shall be handled in the manner specified in
the collective bargaining agreement or the City of Sunny Isles Beach Employee Policies and Procedures for
Employee Dispute Resolu tion, as applicable.
Non-Collective Bargaining Unit Member: A member not covered by a collective bargaining association.
This includes the Chief of Police, Command Staff and non-sworn members of the Sunny Isles Beach Police
Department.
E. GENERAL GRIEVANCE PROCEDURE
1. Grievances filed by members cove red by a collective bargaining agreement, shall be submitted in writing by
the bargaining unit and will be received and processed in accor dance with the Collective Bargaining Agreement
Article 13, entitled “Grievance Procedures” (Annex 6A ) which outlines:
a. The procedure for filing the grievance.
b. Acknowledging the receipt of the grievance by noting the date a nd person receiving the grievance.
c. Formal written response requirements; and
d. Identifying the remedy or adjustment, if any, to be made to res olve the grievance.
2. Grievances filed by members not c overed by a collective bargain ing agreement shall be submitted in writing,
will be received and processed i n accordance with applicable Ci ty of Sunny Isles Beach Policies and Procedures
Manual Section 902:1 entitled the
