A. PURPOSE
The purpose of this policy is to provide clear guidance on the proper use, handling, and d eployment of the Taser 10
(TEW) by Sunny Isles Beach Police Department personnel. This po licy is designed to ensure that the use of the
TEW aligns with legal standards, agency objectives, and communi ty expectations while prioritizing the safety and
well-being of both officers and the public.
B. POLICY
The TEW is deployed as a less le thal tool for the officer. The TEW is not intended to replace the open hand self-
defense techniques used to restrain a passive resister. The TEW is to be used for control and arrest of active resisters
who may be exhibiting violent be havior or there is reasonable b elief it would be unsafe for officers to approach
within contact range of the suspect. The TEW is placed on the L evels of Control and Force at the same level of
force as aerosol subject restraint/oleoresin capsicum (ASR/OC) spray.
C. DEFINITIONS
TEW (TACTICAL ENERGY WEAPON) - a handheld energy weapon used as a less lethal alternative t o control subjects
who are actively resisting an officer’s lawful commands or a vi olent or potentially violent suspect.
TEW Cartridge - A one-time use item identified by a serial number.
Neuro-Muscular Incapacitation (NMI) - Is the effects of the TEW on the Sensory and Motor Nervous Sy stem, causing
involuntary muscle contractions of the target individual.
Two-probe-connect energy weapon - The first trigger pull discharges a single probe without elec trical output and the
second trigger pull discharges a second probe to create neuromu scular incapacitation (NMI). Officers can deploy more then
2 probes if necessary in order to get an effective probe spread and they get a change in the subject’s behavior.

D. DESCRIPTION
1. The TEW is capable of firing ten cartridges loaded into the TEW magazine. Each cartridge contains one probe
connected to the weapon by a t hin insulated copper wire.
2. When the probes make contact with the suspect, the TEW will tra nsmit an amount of electri city into the target
causing possible NMI.
3. A minimum of 2 cartridges need to be fired from the TEW in orde r to deliver a single five-second cycle. The
selector switch can be momentar ily pressed up for an additional 5 second cycle to be delivered, if warranted.
a. When deploying the TEW the officer or back up officers will use the 5 second cycle to create a “window
of opportunity” in an attempt to control and cuff the subject u nder the power of the TEW.
b. After each deployment of the TEW or subsequent activation, the user will always assess the targets ability
to comply with orders.
c. Although not recommended and unless exigent circumstances are p resent, the officer can shorten this
automatic five-second cycle by simply turning the selector swit ch to the off position.
4. The TEW is capable of recording the information necessary to pr operly document the use of the TEW in
evidence.com.
E. TEW DEPLOYMENT
1. The TEW is not intended to be u sed in deadly force situations o r as a replacement to try to control a non-violent
misdemeanant or infraction violator who poses no immediate thre at and has not been given an adequate
warning.
2. Situations appropriate for TEW d eployment include, but are not limited to:
a. A subject threatening himself or others with physical force and other means of controlling the subject are
unreasonable or could cause injur y to the public, the member, o r the subject.
b. May be used on a subject when reasonably necessary to overcome active resistance to lawful orders.
c. Other means of lesser or equal force have been ineffective and the threat still exists to the public, the officer,
or the subject.
d. May be used on aggressive animals in the defense of the officer s or the public.
3. Improper handling or inappropriate uses of the TEW which may re sult in disciplinary action to include, but are
not limited to: a. Needless display of the device.
b. Careless or haphazard muzzle control of the device.
c. Use against any person
