PURPOSE The purpose of this policy is to establish the guidelines for f ield reporting. B. POLICY It is the policy of the Sunny Isles Beach Police Department to document calls for service occurring within the city limits via an Offense Incident Report (OIR) or other authorized method. C. DEFINITIONS Department - The Sunny Isles Beach Police Department. Member - Any employee of the Sunny Isles Beach Police Departmen t. Mobile Field Reporting (MFR) - The computerized system used by the Department to document police reports and other law enforcement incidents. No Report (NR) - A format used to document a call for service w hen an Offense Incident Report is not required. Offense Incident Report (OIR) - Documentation of an officer’s r esponse to a call for service Records Management System (RMS) - The computerized system used by the Department to document, track and categorize police reports and other law enforcement records/rep orts. TvvÉâÇ àtu|Ä|àç? tÇw exáÑxvàA D. SCOPE AND APPLICABILITY This policy applies to all members of the Sunny Isles Beach Pol ice Department. E. OFFENSE INCIDENT REPORT (OIR) 1. Offense incident reports (OIR) a re used to docum ent calls for p olice service occurring within the city limits of Sunny Isles Beach which are the result of citizen complaints or Department member initiated complaints. 2. Each OIR shall have a unique case number. All case numbers for the Sunny Isles Beach Police Department are generated in sequence by the SIBPD CAD system. 3. An OIR shall be completed for all calls for service which are t he result of a citizen complaint or a member initiated complaint, unless otherw ise approved by a supervisor. 4. OIR and traffic crash reports shall be entered into the Records Management System (RMS) from the OSSI Mobile Field Reporting (MFR) system, using the MFR manual and D epartment procedures. For additional information on traffic crash reporting see Policy 201-Traffic C rashes. 5. At a minimum, the following inform ation shall be included in al l OIR: a. Date and time of reported incident; b. Type of incident reported; c. Location of incident; d. Name, address and phone number(s) of complainant and/or victim (if available); e. Disposition of the reported incident; f. A thorough and articulate narrative will be completed that accu rately depicts pertinent information related to the given incident; g. In addition, depending on whether an officer is dispatched, or if a report is received at the front desk, the OIR shall include: The times of dispatch, officer a rrival and departure times; or The date and time the report was received by front desk personn el, and the name and identification number of the person receiving the report.
