PURPOSE 1. To provide members of the City of Sunny Isles Beach Police Depa rtment with guidelines for the release and dissemination of public information to print and broadcast news media and to the general public. The Sunny Isles Beach Police Department believes that positive press rela tions are vital to the law enforcement mission. 2. As a law enforcement agency, we depend on community support in the form of trust and confidence in order to fulfill our responsibilities. A vigorous and professional press is an ally to our law enforcement efforts. This Department shall inform the comm unity and the news media of per tinent events occurring in the City of Sunny Isles Beach, unless release of such information would jeopardiz e an individual’s rights , impair prosecution, hinder law enforcement investiga tions, or is otherwise exempted by statute. 3. Although this directive addresses the release of information to media outlets, it is the Department’s intent that all privileges extended to members of the media shall also be p rovided to members of the public without distinction. TvvÉâÇ àtu|Ä|àç? tÇw exáÑxvàAÊ B. SCOPE This directive is applicable to all members of this Department. C. POLICY 1. The policy of the Sunny Isles Beach Police Department is to pra ctice a program of transparency by, timely, making available to the news media information pertaining to ma tters within its purview. The Department cooperates with all the news media and whenever assists media p ersonnel in gathering news relating to police matters. 2. It is the policy of the Department to cooperate fully and impar tially with news media representatives in their effort to gather factual and pu blic information. These activiti es must not unduly interfere with the Department’s operation, infringe upon individual rights, or violate the law. 3. Release of information shall be made without partiality and sha ll not be withheld in order to favor a particular media agency or representative. I nformation shall be withheld o nly when its dissemination would compromise an on-going investigation or when required by law. 4. Additionally, it is the Department’s policy that all informatio n released to the public shall be done in strict conformance with all applicable laws relating to public disclos ure. D. DEFINITIONS Active Criminal Intelligence Information: Information with respect to an identifiable person or group of persons collected by a law enforcement agency in an effort to anticipat e, prevent or monitor possible criminal activity
