A. PURPOSE
The purpose of this policy is to formally document the structur e and component parts of the written directive system.
This directive establishes a for mat for the development, review , revision, distribution and maintenance of the written
directive system.
B. SCOPE
1. All members, sworn and civilian, shall be responsible for obeyi ng all applicable written directives. The
Accreditation Manager or designee shall be responsible for crea ting and revising gene ral orders and posting
them electronically in the Power DMS program. Other directives may also be posted in the Power DMS system
when authorized by the Chief, Deputy Chief, any Division Comman der, or designee.
2. Department members shall sign an electronic receipt verifying t hey have read the directive(s) and/or any
revisions of directives by the due date, or as soon as possible thereafter. The Accreditation Manager or designee
may provide reports/receipts, upon request. Members returning f rom an absence are responsible for reading and
complying with any directives published during their absence. D epartment members shall be responsible for
following all directives they have received and will receive wh
ile employed by the Department.

C. POLICY
1. It is the policy of the Sunny Isles Beach Police Department tha t all general orders, standard operating
procedures, bulletins, and memoranda shall be described in writ ing and available to all Department members.
The Department establishes a standardized format and indexing s ystem for written directives and encourages
input from all levels of the De partment in developing and updat ing written directives.
2. It is the policy of the Sunny Isles Beach Police Department tha t all written directives and departmental
communications shall be distributed, maintained, secured, retai ned, and destroyed in accordance with the
Florida General Records Schedule for Law Enforcement Agencies, Florida General Records Schedule for Local
Government Agencies, and appli cable accreditation standards.
3. It is the policy of the Sunny Isles Beach Police Department to ensure that written directives are impartially
developed, reviewed for the benefit, and welfare of the entire police department. All directives must comply
with all laws and be disseminated to all employees.
D. DEFINITIONS
Accreditation Manager – The member designated by the Chief of Police responsible for ma intaining the
accreditation of the Department.
Action Plan – A strategy to correct a crime trend, organizational deficiency, unusual occurrence, or other issue
requiring a formal, documented plan.
Addendum - An addition to a policy that may contain detailed procedures, l ists, charts, graphs, etc.
Administrative Order: A guideline for the operations and control of a circumstance or event not specified within
the Regulations Manual or of a temporary nature, written under the direction and authority of the Chief of Police.
Amend: To alter by adding, deleting, or rephrasing. To improve. To re move the faults or errors of; rectify.
Annex: The annexes append include the examples, forms, pictures, tabl es, charts or diagrams essential to the
directive.
Bulletins: Written documents that are not part of the written directive s ystem. They are informational in nature,
dealing with such topics as law changes, crime analysis, intell igence, or police department events, etc.
City: City of Sunny Isles Beach, Florida.
Department: The City of Sunny Isles Beach Police Department.
Department Forms - Standardized forms used by Depart ment members for completion of their duties. Forms may
be created by SIBPD, or may be required by other agencies, (i.e ., MDPD, SAO, etc.)
Departmental: Relates to ownership or c ontrol by the Department.
Directive : A specific order given by the Chief of Police or designee to an individual, a particular division or unit,
or the entire Department to a ddress a particular topic or issue . A directive may be issued in writing or orally.
