A. PURPOSE
To establish departmental policy and provide guidelines for ext ra duty and off-duty employment.
B. SCOPE
This directive is applicable to all members of this Department
C. POLICY
It is the policy of the City of Sunny Isles Beach Police Depart ment to allow its members to engage in extra duty
police work and off duty employment, providing the activity doe s not impair their efficiency, duties, and
responsibilities.
D. DEFINITIONS
Extra Duty Services : The Extra Duty Services coordinator shall be responsible for the planning and staffing of
police services by City of Sunny Isles Beach police members for special events occurring within or outside the City
of Sunny Isles Beach. Additionall y, Extra Duty Services will ad minister the deployment of police members
delivering police services to individuals and/or groups, in an off-duty status within or outside the corporate
boundaries of the City of Sunny Isles Beach. The Extra Duty Ser vices coordinates and manages all areas of extra
duty service.

Extra Duty Fee : A price agreement between the extra duty client and the City of Sunny Isles Beach for the delivery
of police services. The collective bargaining agreement between the City of Sunny Isles Beach and South Florida
Police Benevolent Association (PBA) establishes all extra duty fees.
Administrative Fee : A fee collected by the City of Sunny Isles Beach to help offs et administrative, equipment, and
insurance expenses. The Finance Department or designee determin es all surcharge fees.
Extra Duty Employment : Any secondary employment that is conditioned on the actual or potential use of law
enforcement powers by the member employed, i.e., school and spo rting events, film set, etc.
Outside Employment (Off Duty Employment ): Any secondary employment that is not conditioned on the actu al
or potential use of law enforcement powers by the member, i.e., real estate salesperson, landscaping, etc.
Temporary off-regular-duty detail : A short term detail having a set predetermined completion da te not to exceed
two weeks in duration.
Permanent off-regular-duty detail : An intermittently or repetitively scheduled detail of extend ed duration
involving the same permittee for a term up to 3 years in durati on.
Off Duty : Any time a member is not scheduled to work and is not receivi ng their full rate of compensation or
overtime compensation by the City of Sunny Isles Beach.
On Duty : Any time a member is scheduled to work for their full rate of compensation or overtime compensation
by the City of Sunny Isles Beach or when performing an overtime police service. Also, while off duty, a member
who takes police acti on as a result of a violation of law withi n the City of Sunny Isles Beach shall be considered to
be in an on-duty status.
Extra Duty Detail Software: A software application specifically designed to distribute, mo nitor, and track extra
duty details or scheduled city overtime assigned or selected by a member (Power Details).
Payroll Period : The fourteen-day payroll period, beginning with Sunday of the first week and ending Saturday of
the second week.
Special events : Activity that results in the need for control of traffic, cro wds, or crime. Special events are normally
time specific, short duration even ts, but may be extended over a longer period of time.
Permittee (Vendor): Any business, person or organization who requests police serv ice at a specific time and
location for a fee once permit is approved.
Twenty-Four Hour Period: Commences at 6:00AM to 5:59AM the following day.
Work Week : Is Monday through Friday. The “work hours” are computed by ad ding all the hours a department
member performs in any on duty and/or extra duty capacity durin g the workweek, except court overtime.

E. GENERAL PROCEDURES
1. Members shall not engage in extra duty employment unless author ized by the Department.
2. The Department is not obligated to provide extra duty employmen t and participation in extra duty employment
is voluntary
