A. PURPOSE
To provide a plan of action for the expeditious and focused response to an ongoing violent, life-threatening situation,
where delayed deployment could otherwise result in death or great bodily injury to innocent victims during a Mass
Casualty Attack. In an overly simplified methodology, SIBPD's primary mission during these types of incidents is
to first and foremost STOP THE KILLING.
