FOREWORD The General Orders Manual of the St. Petersburg Police Department sets forth the responsibilities and standards of conduct expected of Department employees. They are statements of policy and procedure dealing with major operational and administrative areas. Unless the content indicates otherwise, the General Orders apply to civilian as well as sworn employees. While the Manual does set forth specific procedures to which adherence is expected, it is not intended to address all situations encountered by members of the Department. The judicious exercise of discretion is often required; and, with this in mind, the Manual serves as a supplement to individual training and experience. This Manual will be periodically updated and amended to reflect changes in law and to meet the needs of its users in terms of policy and procedure. All members of the Department are encouraged to submit comments and recommendations for changes in order to ensure that the Manual remains a useful tool to all. All General Orders are issued under the authority of the Chief of Police serving upon the date of such issuance. The General Orders shall remain in effect unless modified, revised, or eliminated by the current Chief of Police. It is essential that all employees familiarize themselves with the prov1s1ons all General Orders and seek guidance from supervisory personnel when necessary.
