CHIEF'S MESSAGE
As the Chief of Police, I am proud to present a comprehensive Policy and Procedure Manual for
the South Pasadena Police Department. This policy manual is a living document subject to change
due to new laws, court decisions, City Council policies, and new methodologies that dictate the
need for continual review.
Every employee's responsibility and duty is to become thoroughly familiar with the contents of the
manual and updates as they occur. The consistent review ensures that our conduct reflects the
Department's Core Values, Mission Statement, Law Enforcement Code of Ethics, and the values
of South Pasadena, all of which are incorporated into the Policy Manual.
We must also acknowledge that no set of policies can address all circumstances employees may
encounter in policing. There will be situations that occur that must be left to the good judgment
and discretion of the person involved. This judgment and discretion must be employed with sound
reasoning while incorporating the equitable treatment of others.
I am appreciative of the commitment and character of our employees. Together we have made
great strides in moving our department forward, and it is together that we must continue to move
towards excellence.

MISSION STATEMENT
The mission of the South Pasadena Police Department is to provide our community with the safest
possible environment using interactive crime prevention methods, public education programs, and
the equitable and professional application of the law.
