Shafter PD Policy Manual
MESSAGE FROM THE CHIEF
The Policy Manual of the Shafter Police Department is provided to members of the department as
general guidelines by which they can conduct their duties in the protection of persons and property
as directed by the Chief of Police.
No provision of this manual shall be construed as to direct omission of acts or deeds which are
expressly forbidden by any authority having jurisdiction over the department or its personnel.
No set of rules or regulations can be constructed to include all that a police officer, or civilian
member of the department, must consider before acting in his or her official capacity. While the
provisions of the manual must be constantly on the minds of personnel, the best yardstick of their
actions will ultimately be the moral values of the community and those that the employee brings
with them to work each day.
There must be recognition that it may be necessary, at times, to violate a provision of this manual.
The reasons for that violation, and any other mitigation, will be considered when determining
official reaction to that violation.
The provisions of this manual shall remain in force until rescinded or modified by the Chief of
Police.

MISSION STATEMENT
The Mission of the Shafter Police Department is to ensure the safety and security of all people
in our City by providing community responsive and professional police services with compassion
and concern.
Our Mission is accomplished within the moral and legal standards of society and our profession
through a problem-solving partnership between the community, the City Council, and all
employees of the City of Shafter.
