SanFranciscoPoliceDepartment GENERALORDER AssaultsonPoliceOfficers 6.04.01PURPOSE6.04 Rev.6/14/23 Thepurposeofthisorderistoestablishpolicyandprocedureswhenanofficerhasbeen assaultedwhileon-dutyintheCityandCountyofSanFranciscooranyotherjurisdiction whileintheperformanceoftheirofficialduties. 6.04.02POLICY Officersafetyandthewell-beingofitsmembersisatoppriorityfortheDepartment. Thispolicyappliestoincidentswhenapersonwillfullyassaultsanofficerwhilethe officerisengagedin,orduringtheperformanceof,theirofficialduties. 6.04.03PROCEDURES A.Officer'sResponsibility 1.Theassaultedofficershallnotifytheirsupervisorregardingtheassaultandadvise ifanyinjuriesweresustained. 2.Theassaultedofficershallalsonotifytheirsupervisorofanyreportableuseof force(seeDGO5.01,UseofForcePolicyandProperControlofaPerson). 3.Intheeventanassaultedofficerisunabletomaketheabovenotifications,another officeron-sceneshallnotifytheirimmediatesupervisor. 4.Officersshallrenderfirstaidandrequestanambulance,ifnecessary. 5.Officersshallensurethesceneissafeandsecure. 6.Officersshouldattempttolocatewitnesses,video,andanyotherpotential evidence(seeDGO6.02,PhysicalEvidenceandCrimeScenes). B.Supervisor'sResponsibility 1.Uponnotification,thesupervisorshallrespondtothesceneunlessaresponseis impractical,posesadanger,orwhereofficers'continuedpresencecreatesarisk. 2.Intheeventtheassaultedofficerisseriouslyinjuredortransportedtothehospital, theDepartmentOperationsCenter(DOC)andthePlatoonCommanderindistrict ofoccurrenceshallbenotified.ThePlatoonCommandershallnotifytheDistrict Captain,whereapplicable,andthemember'scommandingofficer,ifdifferent. 3.Forassaultsresultinginseriousinjuryortransporttothehospital,GeneralWork Detail(weekdays)orNightInvestigationsUnit(nightsandweekends)shallbe notifiedforaresponse. Page1of2 DGO6.04 Rev.6/14/23 4.NotifyCSItoprocessandphotographthesceneandtakephotographsofany injuries.IfCSIdoesnotrespond,ensurephotographsofthesceneandthe assaultedofficeraretaken(seeDGO6.02,PhysicalEvidenceandCrimeScenes). 5.Ensureanofficerisassignedtoprepareaninitialincidentreport.Whenanofficer isseriouslyinjuredortakentothehospital,theassaultedofficershallnotprepare theincidentreport. 6.Forseriousinjuriesorhospitalization,notifytheCriticalIncidentResponseTeam (CIRT)foremployeeassistanceandpeersupport(seeDGOl1.04PeerSupport ProgramandDGO11.09EmployeeAssistanceProgramIStressUnit). 7.Forseriousinjuriesorhospitalization,theMedicalLiaisonUnitshallbenotified. Ifafterhours,thenotificationshall.bemadethroughDOC. 8.Completeanindustrialinjuryinvestigation. 9.Confirmbodyworncamera(BWC)footageisuploadedandtagged(seeDGO l0.1l,BodyWornCameras). C.InvestigativeResponsibility GeneralWorkorNightInvestigationsshallconductfollow-upinvestigationsand respond,iffeasible,anytimeanofficerisseriouslyinjuredorhospitalizedasaresult ofanassault. Ifanofficerisseriouslyinjuredorhospitalizedasaresultofanassaultandthereisa serioususeofforceand/orincustodydeath("CoveredIncidents"),theincidentwill beinvestigatedinaccordancewiththeSFPD-SFDAMOU.
