I. PURPOSE:
This directive describes the organizational structure of the Sheriff’s Office.
II. SCOPE:
A. It is to the benefit of the Seminole County Sheriff’s Office that its organizational structure remains
fluid to accommodate continuous reexamination. To announce changes in structure and to bring
them to the attention of affected personnel as quickly as possible, the Chiefs are responsible for
updating tables of organization. Distribution of organizational changes to employees may be
accomplished by email, but master copies will be made available on the intranet written directives
site as well.
B. The duties and functions listed below are for illustrative purposes. The omission of specific duties
and functions does not necessarily exclude them from being performed by the position.
III. ORGANIZATIONAL OVERVIEW:
A. The Sheriff’s Office is organized into areas of functional responsibility and levels of authority. The
executive support component is the organizational structure which includes the Sheriff (Chief
Executive Officer) and allied support functions.
B. The Undersheriff is the first level of authority reporting directly to the Sheriff.
C. The Chief of Staff and the Chief Counsel report directly to the Sheriff.
D. The Department Chiefs report directly to the Undersheriff and direct the functions of the
Departments.
E. Departments are organizational components directly subordinate to the Sheriff and are administered
by Chiefs. There are six Departments within the Sheriff’s Office:
1. Department of Law Enforcement
2. Department of Investigative Services
3. Department of Youth Services
4. Department of Administrative Services
5. Department of Corrections
6. Department of School Safety and Security
F. A Division is an organizational unit within a Department that provides law enforcement, corrections
or administrative support. Divisions are commanded by a Captain /Director, selected by the Sheriff.
G. A Section is a subordinate unit, generally within a Division, that performs specialized agency
support, including direct law enforcement, corrections or administrative support.
Lieutenants/Managers, and/or Sergeants/Supervisors direct Sections.
H. A unit, squad, or shift is an organized group of personnel within a Division or Section that is assigned
to perform a specific or specialized task.
IV. SHERIFF:

The Undersheriff assists the Sheriff in the day-to-day administration of the Sheriff’s Office and
serves as Acting Sheriff in the Sheriff’s absence.
B. Chief of Staff:
The Chief of Staff leads strategic initiatives that cross Departments, acts as a liaison with external
stakeholders on behalf of the Sheriff, and steers employee engagement and community outreach
efforts. The Chief of Staff oversees Public Affairs and provides staff support to the Civilian
Advisory Committee, Seminole County Sheriff’s Office Community Foundation and serves as the
Sheriff’s direct liaison to the Seminole County Sheriff Foundation..
C. Chief Counsel:
The Chief Counsel is responsible for the review and management of matters with actual or potential
legal implications for the agency. The Chief Counsel exercises supervisory authority over the
Division of Legal Affairs and the Division of Risk Management within the Office of Chief Counsel.
Additionally, the Chief Counsel may serve as the Sheriff’s liaison to the Office of the State Attorney
and County Attorney’s Office, as directed.
V. OFFICE OF THE CHIEF OF STAFF:
A. Civilian Advisory Committee:
Civilian Advisory committee members are community representatives who act as advisors to the
Sheriff. This board promotes communication between the Sheriff’s Office and the community, who
advise, review, and assist with matters of mutual concern. The advisory boards include:
1. Citizens Advisory Committee:
Provides community input to the Sheriff, relative to Sheriff’s Office and community
matters.
B. Public Affairs:
Public Affairs includes the Public Information Section and the Seminole County Sheriff’s Office
Community Foundation.
1. Public Information Section
This section, led by a manager, handles media relations and is responsible for managing
the agency’s official social media sites and providing multi-media services (graphics, video
production, and photography) for the agency.
2. Seminole County Sheriff’s Office Community Foundation
The Board of Directors provides fundraising and advisory support to the Sheriff’s Office
Community Foundation, which is a non-profit, direct support organization.
C. Government and Community Affairs:
Responsible for planning, organizing, and directing activities that further SCSO’s position at all
jurisdictional levels through identifying and prioritizing policy and legislative issues for the
Sheriff’s review and consideration.
D. Strategic Initiatives:
Responsible for developing, coordinating, and implementing agency-wide strategic projects and
initiatives that align with SCSO’s long-term goals, focusing on innovation, interagency
collaboration, and continuous improvement across operational and administrative functions. Takes
on special projects on behalf of the SCSO or the Sheriff directly, requiring high-level interaction
with local, state, and national partners and associations.
E. Seminole County Sheriff Foundation:

G-2 PAGE 3 OF 20\n\n--- Page 4 ---\n\nA stand-alone Board of Directors directly supports agency members facing hardship or advances
various agency needs through financial support. The Seminole County Sheriff Foundation is an
independent non-profit organization, and liaisons directly with the Chief of Staff on organizational
needs and decision making.
VI. OFFICE OF THE CHIEF COUNSEL:
A. Division of Legal Affairs:
The Division of Legal Affairs, operating under the Office of the Chief Counsel, is responsible for
handling all matters with actual or potential legal implications for the agency. This includes providing
legal counsel, supporting litigation and administrative proceedings, and ensuring compliance with
applicable laws, regulations, and policies.
B. Division of Risk Management:
The Division of Risk Management is responsible for overseeing agency-wide safety initiatives, risk
control efforts, and the mitigation and resolution of all claims, including general liability, professional
liability, auto liability, and property damage.
VII. DEPARTMENT OF LAW ENFORCEMENT:
A. Seminole Neighborhood Policing (SNP) Division:
