SUBJECT: Civilian Advisory Committee

I. PURPOSE:
Community members often serve on the Civilian Advisory Committee to support the mission of the Sheriff's
Office. Acting as advisors to the Sheriff, civilian advisory committee improve communication between the agency
and its service communities and provide support to employees.
II. CITIZENS ADVISORY COMMITTEE:
A. It is the Sheriff’s intent to provide direct opportunity for community input into the development, review
and implementation of agency initiatives. As an outgrowth of this intent, the Citizens Advisory
Committee was developed to assist him in reviewing functions and operations he brings before it for
consideration.
B. Functions of the Citizens Advisory Committee include:
1. Reviewing the compatibility of new Sheriff’s Office programs with community needs;
2. Identifying specific causes of problems which hinder or discourage effective law enforcement
and correctional services;
3. Recommending solutions to potential or actual problems affecting Sheriff’s Office operations;
and
4. At the direction of the Sheriff reviewing Sheriff's Office operations and procedures.
C. Selection and Membership:
1. The Citizens Advisory Committee is comprised of at least five members selected and appointed
by the Sheriff from the community, and one Sheriff's Office employee. Additional citizens and
employees may be appointed by the Sheriff when needed for a particular project and/or subject
matter.
2. Each member of the committee will serve a three-year term but may be reappointed by the
Sheriff to serve consecutive three-year terms.

GO # 36 PAGE 1 OF 2\n\n--- Page 2 ---\n\n3. Each civilian member of the committee participates in orientation training to become familiar
with the basic functions of the Sheriff’s Office. This training may include:
a. Participating in a tour of all Sheriff’s Office facilities, including the Central Operations
Complex, Community Service Centers, Juvenile Assessment Center, Special
Operations Division, John E. Polk Correctional Facility, the City - County Investigative
Bureau, and the Judicial Security Section; AND
b. Graduation from the SCSO Community Law Enforcement Academy (CLEA), OR
c. Graduation from the SCSO Outreach & Neighborhood Engagement Community
Initiative (“ONE Community”); OR
d. Graduation from Leadership Seminole, where attendance of the Law & Justice Day can
be confirmed, AND;
e. A Review of the Sheriff’s Office written directives.
f. Riding with region Deputy Sheriffs (eight hours, with at least four hours being at
night);
4. Meetings:
a. The Citizens Advisory Committee will meet as needed, but no less than three times a
year, to discuss issues brought before it by the Sheriff.
b. The committee shall elect a Chairperson and Vice Chairperson.
c. All members of the committee shall be voting members of the committee.
d. The Chairperson or Vice-Chairperson may be a civilian or a Sheriff’s Office employee.
However, the positions of Chairperson and Vice-Chairperson may not both be
occupied by an employee.
e. A simple majority must be present for a quorum.
f. All meetings of the committee shall be in accordance with applicable state law
including, but not limited to, the Florida Public Records Law (Chapter 119, Florida
Statutes) and the Florida Government-in-the-Sunshine Law (Chapter 286, Florida
Statutes).
g. Three consecutive unexcused absences from committee meetings will subject the
absent member to immediate removal from the committee at the discretion of the
Chairperson, with approval of a majority vote of members present.
h. If at any time a member becomes a candidate for federal, state or local public office, or
is perceived in any way to be a candidate for such office, the member will immediately
resign from the committee.
