PURPOSE: This directive establishes procedures for the required formulation and annual review of Sheriff’s Office goals and objectives. It also establishes procedures for employee input into the direction of the Sheriff’s Office through shared goals and objectives, suggestions, and recommendations. II. SCOPE: Formulating and routinely updating goals and objectives helps to ensure direction and unity of purpose. It also serves as a basis for measuring progress. III. DEFINITIONS: A. Goal: A goal is a broad statement of a desired outcome. B. Objective: An objective is a specific, measurable task that must be performed in order to accomplish a goal (or actions taken to achieve goals). IV. GOALS OF THE SHERIFF'S OFFICE: A. Many goals and objectives are flexible and may change on a year-to-year basis, depending upon their original intent, current application, or potential for achievement. B. All employees will have input into the goal setting process through active solicitation by supervisors or through written suggestions and recommendations. GENERAL ORDER Goals and Objectives GO # 5 PAGE 1 OF 2\n\n--- Page 2 ---\n\nC. Several goals are designated as permanent goals of the Seminole County Sheriff's Office: 1. To provide for the safety, security, and well-being of the citizens of Seminole County, 2. To provide efficient delivery of law enforcement services, 3. To preserve the public peace, prevent crime and disorder, and protect personal liberties as prescribed by law, and 4. To operate the John E. Polk Correctional Facility safely and efficiently. V. ANNUAL REVIEW AND STATEMENT OF GOALS AND OBJECTIVES: A. On an annual basis the Sheriff's Office will review and update its goals and objectives. B. Each organizational component will submit a summary of its year-to-date operations to its Director/Captain in December. These summaries will include: 1. Evaluation of the component's present goals and objectives and the progress made to attain them, 2. Goals and objectives for the coming year, and 3. A record of accomplishments. C. Directors/Captains will combine all summaries into a completed report and forward it to the appropriate Chief. D. After review by the Chiefs, the summaries will be compiled into master summaries representing all five major organizational components: Chief of Staff, Department of Corrections and Judicial Services, Department of Law Enforcement, Department of Administrative Services, and Department of Family and Youth Services. The Chiefs will review the goals and objectives submitted for the coming year by the departments, and formulate overall department goals and objectives. These summaries will be posted to the intranet for ready access to all employees. E. In addition to these annual reviews, Sheriff’s Forums also provide a platform for the continuous evaluation of the progress being made toward the attainment of goals and objectives. Sheriff’s Forums provide an effective tool for assisting organizational components in their annual evaluation of goals and objectives. VI. SUGGESTIONS AND RECOMMENDATIONS: A. The active solicitation and consideration of suggestions from employees for the improvement of Sheriff's Office operations is a responsibility of each supervisor and a mandated function of every department, division, section, and unit. B. Suggestions will be considered from all personnel levels. C. Suggestions or recommendations should be submitted in writing by an employee through the chain of command.
