PURPOSE: The Sheriff's Office is committed to multifaceted planning and research to assist in the development of program and strategic initiatives. The planning and research function is to provide for the future growth of the Sheriff’s Office. This policy establishes the importance of agency planning utilizing a strategic planning process, and its end results, is essential to effective management. II. RESPONSIBILITY: A. Planning and research initiatives are the responsibility of the Chief of Staff, or designee. The Chief of Staff, or designee, shall have access to all necessary information resources to include Crime Analysis reports, organizational statistics, monthly division reports, budget reports, survey results, publications and other agency correspondence. B. The Sheriff, or designee, may delegate special projects to another organizational component or employee. If delegated, the component or employee to which the responsibility falls shall have accessibility to the Sheriff and his staff. III. BASIC FUNCTIONS A. Basic functions of planning and research include: 1. Preparing staff studies on law enforcement, crime prevention and related support duties, 2. Serving as a resource in law enforcement planning and research matters, 3. Developing or assisting in the development of short and long range agency plans, and 4. Assisting in the preparation of rules, regulations, policies and procedures, 6. Conducting surveys inside or outside the agency to collect information for agency initiatives or for input to improve the function of the agency, 7. Performing and assisting in the development of special projects, 8. Responding or coordinating the response to community surveys for the Sheriff, and 9. Serving as a liaison between the Sheriff and other agencies. IV. MULTI-YEAR PLAN: A. A Multi-Year Plan, which can assist the Sheriff’s Office in providing quality law enforcement to its service communities, will be maintained and kept on file and will consider at least the following: 1. Long-term goals and operational objectives, 2. A process for measuring achievement of goals, 3. Anticipated workload and population trends, 4. Anticipated personnel levels, and 5. Anticipated capital improvements and equipment needs. B. Annual statements of operational component’s goals and objectives that might provide recommendations or influence short/long-range goals and objectives, workloads and population trends, personnel levels, capital improvements and equipment needs and which might affect the Sheriff’s Office Multi-Year Plan, will be given a documented annual review in accordance with the General Order Goals and Objectives. C. The Multi-Year Plan will be reviewed and/or revised/updated by the Chief of Staff (or designee) at least annually to ensure it remains focused on current and forecasted agency operations.
