Assignments and Promotions"
1002.1 PURPOSE AND SCOPE
The purpose of this policy is to establish a fair, transparent, and merit based procedure for the
selection and reassignment of personnel to specialized assignments within the Santa Monica
Police Department, while supporting organizational efficiency, empl oyee development, and equal
opportunity.
1002.2 PROMOTIONAL SPECIFICATIONS
Specifications for promotional opportunities are on file with the Santa Monica Department of
Human Resources.
1002.3 POLICY
The Santa Monica Police Department determines assignments and promotions in a non -
discriminatory manner based upon job -related factors and candidate skills and qualifications.
Assignments and promotions are at the discretion of the Chief of Police or their designee.
It is the goal of the Santa Moncia Police Department to assign the most qualified, motivated,
and professional personnel to each specialized position while maintaining transparency and equal
access.
1002.4 SWORN NON -SUPERVISORY SELECTION PROCE SS FOR TRANSFERS
The following positions are considered transfers and are not considered promotions:
(a) Background Investigator
(b) Collision Investigator
(c) Commercial Enforcement Officer
(d) Crime Impact Team
(e) D.A.R.E Officer
(f) Detective
(g) Downtown Service Unit
(h) Field Training Officer
(i) Fleet Coordinator
(j) Homeless Liaison Program Officer
(k) Jail Liaison Officer
(l) K-9 Officer Policy

1002.4.1 DESIRABLE QUALIFICATIONS
The following qualifications will be considered :
(a) Three years sworn experience preferred
(b) Probationary Status
(c) Has shown an expressed interest in the position applied for
(d) Education, training and demonstrated abilities in related areas such as: enforcement
activities, investigative techniques, report writing , public relations, etc.
(e) Completion of any training required by POST or law
1002.4.2 GENERAL REQUIREMENTS OR EVALUATION CRITERIA
The following conditions will be used in evaluating employees for promotion and transfer:
(a) Presents a professional, neat appear ance.
(b) Maintains a physical condition which aids in their performance.
(c) Demonstrate the following traits:
1. Emotional stability and maturity
2. Stress tolerance
3. Sound judgment and decision -making
4. Personal integrity and ethical conduct
5. Leadership
6. Initiative

7. Adaptability and flexibility
8. Ability to conform to organizational goals and objectives in a positive manner.
1002.5 SELECTION PROCESS
The following criteria apply to transfers:
(a) When an opening for a special assignment is available or imminent, the Chief of
Police or designee shall post an announcement requesting interested personnel
to submit a memorandum requesting assignment to the vacant position. The
announcement shall include the unit name, description of duties, minimum
qualifications, preferred experience, selection criteria, a pplication deadline, and
duration of assignment (if applicable).
(b) Employees submitting requests shall indicate their reasons and qualifications for the
new assignment in memorandum form to their immediate supervisor.
(c) After reviewing all requests for the special assignment, the Chief of Police or designee
will have the option of making the selection based on the information submitted or
establishing an oral board for the purpose of interviewing all candidates and receiving
recommendations from the oral board and then making a selection.
(d) Notwithstanding the above, the Chief of Police shall retain the right to assign personnel
to special assignments without following the above procedures when the Chief of
Police feels such action is in the best interest of the Department.
(e) Once an eligibility list has been established, the list shall be valid for ninety (90) days.
In some circumstances, the Chief of Police may extend the validity of the eligibility list
to one hundred eighty (180) days.
