Published with permission by Santa Clara County Office of the Sheriff Organizational Structure and Responsibility - 1 Santa Clara County Office of the Sheriff Custody Manual Organizational Structure and Responsibility 100.1 PURPOSE AND SCOPE The organizational structure of the Santa Clara County Office of the Sheriff is designed to create an efficient means to accomplish its mission and goals and to provide for the best possible service to the public (15 CCR 1029(a)(1)). 100.2 BUREAU RESPONSIBILITY The Sheriff is responsible for administering and managing the Sheriff's Office. There are five bureaus in the Sheriff's Office: • Administrative Services • Law Enforcement • Law Enforcement Support Services • Custody Operations • Custody Support Services 100.2.1 ADMINISTRATIVE SERVICES BUREAU The Administrative Services Bureau is commanded by a Director of Sheriff's Administrative Services, whose primary responsibility is to provide general management direction and control for the Administrative Services Bureau. The Administrative Services Bureau consists of the Personnel and Background Division, Information Technology Division, Budget Management and Accounting Division, and the Identification Unit. 100.2.2 LAW ENFORCEMENT BUREAU The Law Enforcement Bureau is commanded by an Assistant Sheriff, whose primary responsibility is to provide general management, direction, and control for the Law Enforcement Bureau. The Law Enforcement Bureau consists of Investigative Services, Headquarters Patrol, West Valley Patrol, Transit Patrol, and Special Enforcement Divisions. 100.2.3 LAW ENFORCEMENT SUPPORT SERVICES BUREAU The Law Enforcement Support Services Bureau is commanded by an Assistant Sheriff, whose primary responsibility is to provide general management, direction, and control for the Support Services Bureau. The Law Enforcement Support Services Bureau consists of the Stanford University Partnership, Court Security, Protective Services, and the Training and Professional Development Division. 100.2.4 CUSTODY OPERATIONS BUREAU The Custody Operations Bureau is commanded by an Assistant Sheriff, whose primary responsibility is to provide general management, direction, and control for the Custody Operations Bureau. The Custody Operations Bureau consists of the Main Jail, Elmwood, and Administrative Services Divisions. Published with permission by Santa Clara County Office of the Sheriff Organizational Structure and Responsibility - 2 100.2.5 CUSTODY SUPPORT SERVICES BUREAU The Custody Support Services Bureau is commanded by an Assistant Sheriff, whose primary responsibility is to provide general management, direction, and control for the Custody Support Services Bureau. The Custody Support Services Bureau consists of the Operational Services, Restorative Services, Professional Standards and Compliance, and Records and Administrative Booking Divisions. 100.3 DIVISIONAL RESPONSIBILITY WITHIN CUSTODY OPERATIONS BUREAU The Custody Operations Bureau of the Sheriff's Office consists of three divisions: • Main Jail • Elmwood • Administrative Services 100.3.1 MAIN JAIL DIVISION The Main Jail Division is commanded by a Division Commander, whose primary responsibility is to provide general management, direction, and control for the Main Jail. 100.3.2 ELMWOOD DIVISION The Elmwood Division is commanded by a Division Commander, whose primary responsibility is to provide general management, direction, and control for Elmwood facility. Elmwood includes the Elmwood Men's and the Elmwood Women's facilities. 100.3.3 ADMINISTRATIVE SERVICES DIVISION The Administrative Services Division is commanded by a Division Commander, whose primary responsibility is to provide general management, direction, and control for the Division. The Division includes the Americans with Disabilities Act (ADA) Compliance Unit, Jail Reforms Division, Multi -Support Unit, Grievance Unit, Food Services, Laundry, and Warehouse Services. The ADA Coordinator is a Lieutenant who reports directly to the Assistant Sheriff of Custody Operations. 100.4 DIVISIONAL RESPONSIBILITY WITHIN CUSTODY SUPPORT SERVICES BUREAU The Custody Support Services Bureau of the Sheriff's Office consists of f our divisions: • Operational Services • Restorative Services • Professional Standards and Compliance • Records and Administrative Booking 100.4.1 OPERATIONAL SERVICES DIVISION The Operational Services Division is commanded by a Division Commander, whose primary responsibility is to provide general management, direction, and control for the Division.
