Jail Training Program
302.1 PURPOSE AND SCOPE
The Santa Clara County Office of the Sheriff Jail Training Program (JTP) is intended to provide a
standardized program to facilitate a deputy's transition from an academic setting to the actual
performance of general corrections duties.
302.2 POLICY
It is the policy of the Sheriff's Office to assign new deputies to a structured Jail Training Program
designed to prepare new deputies to perform in a custody assignment, and to provide training on
the skills needed to operate in a safe, productive, and professional manner.
302.3 JAIL TRAINING PROGRAM
The JTP is designed to build upon the conceptual foundation taught in the Sheriff's Office Justice
Training Center Corrections Academy, whereupon theoretical knowledge gained can be applied
to a practical skill set.
The trainee will be assigned to a Jail Training Officer (JTO) for each workday who will oversee the
trainee's training for that day. The work performance of the trainee will be evaluated and recorded
by the JTO daily. Areas of deficiency will be discussed, and remedial training provided if deemed
necessary by the Team Administrative Training Officer (ATO), Division Administrative Training
Officer, or the JTP Coordinator.
During the JTP, JTOs will, at a minimum:
(a) Brief the trainee on the purpose, scope, and responsibilities.
(b) Provide the trainee direction as needed and encourage the trainee to ask questions.
(c) Allow the trainee to study policies, procedures, directives, post orders, and any other
materials deemed necessary by the JTO.
(d) Monitor the trainee's progress and directly supervise the trainee in the performance
of their duties.
(e) Discuss with the trainee any areas of deficiency and provide remedial training, if
deemed necessary.
The JTP Coordinator, in consultation with the Division ATO and the Team ATO, will determine
whether the trainee completed the JTP and will be supervised regularly by team supervisors,
needs additional remedial training to complete the JTP, or did not successfully complete the JTP
and will be recommended for release.
302.4 JAIL TRAINING OFFICER
A JTO is an experienced deputy trained in supervising, training, and evaluating entry -level
deputies in the application of their acquired knowledge and skills. Policy

302.4.1 JAIL TRAINING OFFICER SELECTION PROCESS
JTOs will be selected based on certain requirements, including but not limited to:
(a) A desire to perform the training mission.
(b) A minimum of two years as a deputy, with at least one year assigned to a jail.
(c) A demonstrated ability to be a positive role model.
(d) Successful completion of an internal selection process.
(e) Recommendation by supervisors.
302.4.2 JAIL TRAINING OFFICER TRAINING
All JTOs shall successfully complete a course of instruction on supervising, training, and
evaluating entry -level deputies prior to being assigned a trainee.
302.5 JAIL TRAINING OFFICER RESPONSIBILITIES
The JTO's responsibilities with regard to JTP include but are not limited to the following:
(a) Complete and submit a written evaluation on the performance of their assigned
trainees to the JTP Coordinator on a daily basis.
(b) Review the performance evaluations with the trainees each day.
(c) Sign off on the completion of all topics contained in the training manual, noting the
methods of learning and evaluating the performance of the assigned trainees.
(d) Identify performance deficiencies of the trainees and provide training to correct the
deficiencies.
302.6 JAIL TRAINING OFFICER PREMIUM PAY
JTO premium pay will be in accordance with the current Memorandum of Understanding.
302.7 JAIL TRAINING OFFICER STATUS, REMOVAL, OR DISQUALIFICATION
JTO status may be revoked for performance related deficiencies by the JTP Coordinator or the
authorized designee.
JTOs in a modified/alternative work assignment will be evaluated by the JTP Coordinator on a
case -by-case basis and will not automatically be disqualified. The JTP Coordinator will determine
the JTO's ability to perform the duties and responsibilities of a JTO.
At the discretion of the JTP Coordinator, a JTO who fails to meet the Training and Professional
Development Division's standards of the JTP may be removed from JTO status.
JTOs who are disqualified or removed from JTO status may request a hearing with the Training
and Professional Development Captain or the authorized designee. All decisions made by the
