6012.1 PURPOSE
This procedure establishes the guidelines used by Investigations Bureau personnel in managing
and auditing criminal investigations.
6012.2 GENERAL GUIDELINES
This procedure clarifies the steps Investigation Bureau members will take to ensure casework is
completed and processed in a thorough and consistent manner.
1.Division Commanders will be responsible for maintaining compliance with this
procedure.
2.Supervisors will be responsible to review cases for workable leads, prioritization,
and assignment in the Records Management System (RMS) to Unit Detectives.
Supervisors will also be responsible for auditing the performance and effectiveness
of their Detectives.
3.Detectives will be responsible for promptly and thoroughly investigating their assigned
cases.
6012.3 CASE MANAGEMENT
All crime, crime suspect, crime arrest, supplemental and information reports that are directed to
Investigations will be routed to the appropriate Unit Sergeant.
1.At a minimum, all crime suspect and crime arrest reports will be read by the Unit
Sergeant or their designee.
2.All workable cases will be assigned to a Detective. The Unit Sergeant shall have
discretion to prioritize and assign cases. He/she shall take into consideration the
following factors, in addition to any other factors they determine to be relevant:
(a)The report contains a workable lead that will likely lead to the identification of
a suspect.
(b)The incident appears to be connected by MO, suspect description, weapon
description, location, or other factors to incidents previously reported.
(c)The victim loss or injury are particularly egregious and warrant victim re-contact
or further investigation.
3.In addition to the reports reviewed and assigned by the Unit Sergeant, Detectives will
be responsible for reviewing reports assigned to them. Detectives may self-assign
cases when appropriate based upon the criteria described above and notify their
supervisor.
4.Any non-workable case that receives additional actionable information, or there are
other circumstances that would dictate an investigation is warranted, will be handled
in the manner of a workable case.

- 25.Once a case has been assigned to a Detective, it will be entered and maintained in
the Records Management System (RMS). The assigned Detective will be responsible
for updating the Records Management System as needed.
6.A Detective within the Investigations Bureau will only be assigned a case involving a
Patrol arrest when further investigation is required. When this occurs, the Detective
will ensure the case is entered into the Records Management System.
7.All cases involving a Patrol arrest that are routed to Crimes Against Persons will be
reviewed by the Unit Sergeant and assigned to a Detective, in the event that follow-
up is required. The Unit Sergeant will ensure the assigned case is entered into the
Records Management System.
8.Prioritization of investigations will be the responsibility of the Detective and Unit
Sergeant.
9.Detectives will promptly and thoroughly investigate their assigned cases. They will be
responsible for completing timely supplemental reports. The investigation will continue
until one of the following occurs:
(a)Case Unfounded – The Detective determines that the conduct described in the
report is not criminal, did not occur, or that it occurred in a different jurisdiction.
(b)Closed – Cases may be closed if there are no workable leads, the victim cannot
be located, DNA analysis is pending and all other reasonable leads have been
exhausted, an arrest warrant has been obtained and all reasonable attempts to
serve the warrant have been exhausted, or the victim refuses to cooperate with
the investigation (either through non-response or outright refusal).
(c)Cleared – The case has either been exceptionally cleared, an arrest has been
made, or a juvenile petition has been filed. According to the Uniform Crime
Reporting (UCR) guidelines, in order to exceptionally clear a case, an agency
must establish the following:
(a)The investigation has established the identity of the offender.
(b)There is enough information to support an arrest, charge, and submission
to the court for prosecution.
(c)The exact location the offender is known so the subject could be taken
into custody.
(d)There is some reason outside of law enforcement control that precludes
arresting, charging, and prosecuting the offender, such as the offender is
deceased or extradition has been denied. Refer to the UCR for a more
detailed explanation.
10.Once a case has been unfounded, closed, or cleared a supplemental report will be
completed and the case will be submitted to the Unit Sergeant for approval.
6012.4 CASE AUDITING
Supervisors shall be responsible for auditing the performance of their Detectives. For the
purposes of this order, an audit is defined as an inquiry by a supervisor designed to ensure the
