10101.1 PURPOSE
This procedure establishes the classification of Inspector within the Office of the Chief of Police
and Internal Affairs and to outline the duties, responsibilities and authority of Inspectors.
10101.2 DUTIES AND RESPONSIBILITIES
The classification of Inspector is established to enhance the organizational authority of Internal
Affairs within the Office of the Chief of Police. The Internal Affairs Division is responsible for the
investigation of allegations of employee misconduct, the administrative investigation of officer-
involved shootings, the investigation of in-custody deaths, the investigation of claims against the
Department for civil damages, and other duties as assigned.
10101.3 APPOINTMENT OF INSPECTOR CLASSIFICATION
A.All Inspectors within Internal Affairs serve at the discretion of the Chief of Police.
B.All police sergeants and corporals assigned to the Internal Affairs Division will be
classified as Inspectors.
10101.4 LEVEL OF AUTHORITY
A.Inspectors assigned to Internal Affairs have been delegated the authority by the Chief
of Police to issue orders compelling cooperation in an internal affairs investigation
from all personnel, regardless of rank, within the Department. Refusal to obey an
Inspector’s lawful order to cooperate in an internal affairs investigation shall be
deemed insubordination and the employee may be subject to disciplinary action up
to, and including termination.
B.The Inspector will maintain the supervisory authority and responsibility of a police
sergeant or corporal when serving in a capacity other than Internal Affairs.
