10010.1 PURPOSE
This procedure establishes standards for control over the access to and use of the Police Facility
and grounds.
10010.2 BACKGROUND
Maintaining order and keeping the peace are essential services the Department provides to the
community. Key to our ability to provide these services are a secure and functional facility. The
police facility must not only provide shelter for our members and equipment, but also serve as a
symbol of safety, security, and stability to the community. Maintaining the security of the facility
is vital to affirming the integrity of our mission.
10010.3 POLICY
It is the policy of the Santa Ana Police Department to safeguard the security of our operation by
controlling access to and use of the Police Facility and its grounds.
10010.4 BUILDING SECURITY
A.Exterior Doors: All exterior facility doors (other than public entrance doors) and gates
are to remain closed and secured, at all times.
1.Public entrance doors are to remain unlocked during designated Department
business hours.
2.Exterior doors and gates shall not be left open without an employee immediately
present supervising a task such as the loading and unloading of supplies.
B.Identification Cards
1.All personnel shall display identification in full view at all times while in the
secured portion of the police facility.
(a)Acceptable forms of identification include Police Department uniforms,
badges, personalized business cards, and/or official police identification
cards.
2.Employees of other agencies whose regular workstation is located within the
police facility shall display, in full view, their personalized official business card,
identification card, or badge issued to them by their employing agency.
(a)Employees of agencies who have not been issued identification by their
employer shall be issued a Santa Ana Police visitor identification card and
will be required to wear it in full view at all times while inside our facility.
3.Department personnel shall question any person who is within the secured
portion of the facility or grounds and who is not wearing an authorized form of
identification, SAPD visitor pass or accompanied by a member of the Police
Department.

to public access. They include the areas behind the front or public counters, police
vehicle parking structure, Code 7 Café, shooting range, and all areas contained within
the fenced grounds.
D.Restricted Areas
1.Employees shall not enter any private office, workstation, or other enclosed area
without authorization, unless specifically required in the performance of their
duties.
2.Access to the following areas are restricted to persons whose official duties
require admittance: Evidence, Special Investigations, CDC, Communications,
Records, ID Lab, Range, Training rooms, and the SA Jail.
E.Parking Structure
1.Use of the vehicle parking structure and area is restricted to authorized police
personnel only.
(a)Vendors making deliveries, repairs, or conducting business must park in
the designated area to the west of the fueling islands and/or adjacent to
the loading docks.
2.All vehicle access gates are to remain closed and locked unless Department
employees are immediately present or repairs are underway.
3.No personal vehicles shall be parked in the parking structure or on the facility
grounds without the prior approval of the Chief of Police or a member of the
Senior Management Team.
4.CDC will be responsible for monitoring and activating visitor access through the
perimeter gates.
(a)Communications shall operate the perimeter gate access system when
CDC is not available.
10010.5 FACILITY ACCESS
A.Members of the Santa Ana Police Department shall be issued access cards that
enable them to enter all exterior doors, gates, and designated interior doors within the
police facility and grounds.
B.Access cards are electronically encoded devices that function as electronic keys and
enable the user to enter an electronically controlled door/gate while recording the
user’s identity, location, time, and date of use.
1.All members shall possess their assigned Access Cards at all times while they
are on duty in the facility.
C.The Chief of Police and Senior Management Team shall determine the level of access
to be granted to individual members.
1.Members shall be granted access to various areas within the facility according to
their level of authority, specific job function, and/or organizational responsibility.

and is responsible for programming their level of access.
(a)Lost, stolen, or damaged cards shall be reported in writing via the chain of
command, to the Property and Facilities Manager, who will document and
coordinate the issuance of a replacement access card.
D.Prior to receiving an access card, all authorized individuals who are not Santa Ana
Police Department employees, shall complete, sign, and receive a copy of the Facility
Access Card Usage Policy (Attached form SAPD A-2 (5/04).
1.These forms are available from and will be filed in the Central Distribution Center
office files.
