4351.1 INTRODUCTION
The following Body Worn Camera ("BWC") procedures apply when an officer is involved in an
Officer Involved Shooting ("OIS"), Pursuits and other Critical Incidents resulting in serious injuries
or death.
4351.2 PROCEDURE
1.Involved officer(s) shall turn their BWC device to "OFF" mode once the scene is
reasonably stabilized or otherwise directed by the scene supervisor and the need to
capture evidentiary footage has ceased. In an OIS, this procedure will only apply to
the actual shooter officer's BWC.
2.When the handling supervisor arrives on scene, he/she will read the Public Safety
Admonishment and record the Admonishment and the Public Safety Statement on his/
her (Scene Supervisor's) BWC.
3.After the Public Safety Statement is completed, the Supervisor will direct involved
officer(s) to switch their BWC from "Record" mode to "OFF" mode if it has not been
done already.
4.The Sergeant will direct involved officer(s) to retain custody of their BWC until assigned
SAPD Internal Affairs Inspectors make contact with involved officer(s).
5.Internal Affairs Inspectors will take physical possession of BWCs of all involved
officer(s) for uploading purposes after SAPD CSI personnel or OCSD crime lab
personnel have photographed the officer. If Internal Affairs personnel are not available
or in exigent circumstances, the CAP supervisor or his/her designee may facilitate the
process.
6.Internal Affairs Unit Inspectors or the BWC Coordinator will upload BWC footage
from the involved officer(s) BWC through the Evidence Sync program located on
the inspectors' desktop computers to expedite the uploading of the identified BWC
footage. If Internal Affairs personnel are not available or in exigent circumstances, the
CAP supervisor, or his/her designee may facilitate this process.
A.If the BWC was damaged during the incident, the BWC unit will be relinquished
to the BWC Coordinator for uploading and/or troubleshooting, in the interest
of preserving evidentiary footage. For chain of custody, the BWC will be
photographed and secured in the IA safe until it can be relinquished to the BWC
coordinator.
7.Involved footage will be tagged as "Restricted - SAPD" via Evidence.com by the
assigned inspector, the BWC coordinator, or CAP supervisor. Given the ongoing
criminal investigation by CAP, the CAP sergeant will also be granted access so the
footage can be accessed as needed for the criminal investigation.
8.Involved officer(s) shall be given the opportunity to view footage from his/her own
BWC, prior to providing a voluntary and/or compelled statement after consulting with
their legal representative. For example, after an OIS or other Critical Incident, the

scheduled focus employee interview.
9.In the event an officer is injured and must be transported for medical attention, an on
scene sergeant will take possession of the officer's BWC and follow steps 3 through 5.
The sergeant will also document his/her actions on a supplemental report. The BWC
will then be relinquished to IA inspectors or a CAP Supervisor as soon as practical.
10.Because the collected BWC footage is considered evidence in the ongoing criminal
and potential civil litigation, CAP personnel and IA inspectors will complete a
supplemental report to document the uploading of the involved officer's BWC footage
to account for the chain of custody.
