4350.1 PURPOSE
The primary purpose of monthly-randomized audits is to ensure the fulfillment of the purpose and
objectives of the BWC program and to ensure compliance with the BWC policy.
SAPD's Body Worn Camera Policy (Audits) provides as follows, "As directed by the Chief or the
Chief's designee, the BWC program shall be audited at such times as directed to ensure the
fulfillment of the purpose and objectives of the program. These audits will also ensure compliance
with operational, retention, and security policies and procedures."
4350.2 MONTHLY AUDITS
A monthly audit shall be conducted by all commanders supervising personnel who deploy BWCs
during the fourth (4th) week of every month, regardless of detail or assignment.
4350.3 AUDIT PROCESS
Commanders shall perform audits using Axon Performance by following the process set forth
below:
1.Log onto Evidence.com.
2.Click on My Dashboard.
3.Click on Launch Performance under Axon Performance.
4.Click on the Open Group Navigator and locate respective personnel according
to watch or unit.
•Open Group Navigator icon
5.Check Activation Rate and Power Cycling
•If the Activation Rate and Power Cycling indicate GREEN, no further action
is required.
•If the Activation Rate and Power Cycling indicate RED,
4350.4 PROCEDURE FOR AUDITING ACTIVATION RATE AND POWER CYCLING
DISCREPANCIES
If a commander identifies a discrepancy between the number of enforcement/investigative
contacts and the number of videos submitted/uploaded, they shall take the following steps:
1.For noted activity(s) without an associated BWC activation, review the activity(s) in the
Computer Aided Dispatch (CAD) system, and attempt to determine the department
member's involvement in the activity.
(a)If the commander determines the department member was in compliance with
the BWC policy, no further action is required.

involvement during the activity in question, the commander will meet with the
department member within ten (10) calendar days of the observation of the
discrepancy to determine the reason(s) for any inconsistency.
(c)If the commander is satisfied with the reason(s) provided, no further action is
required.
(d)If, during the meeting, it becomes evident the department member may have
violated the BWC policy or committed other misconduct, the commander shall
cease the meeting and follow the guidelines set forth in the Administrative
Investigation Procedures – Procedure.
