Published with permission by Santa Ana Police DepartmentPOLICE EXPLORER PROGRAM - 1POLICE EXPLORER PROGRAM 3410.1 PURPOSE The purpose of the Police Explorer Program is to provide young men and women with an opportunity to study the field of law enforcement, provide meaningful community service, expand their education and to increase understanding between members of the Department and the community. 3410.2 BACKGROUND The Santa Ana Police Department has been affiliated with the Boy Scouts of America (BSA) Explorer Program for many years and provides young men and women interested in law enforcement with valuable training and experience for future employment. This Order ensures that Department policy is consistent with BSA rules and regulations governing the use of Police Explorers. 3410.3 POLICY All Department personnel and Police Explorers shall follow the policies and procedures outlined in this document. 3410.4 PROCEDURE FOR THE SELECTION OF POLICE EXPLORERS The Police Explorer Program is chartered through the Boy Scouts of America and includes their requirements and guidelines for the selection of its members. All applicants must meet the following qualifications: 1.Be between the ages of 14 and 21 and have completed the 8th Grade. 2.Have a minimum of a "C" average in school as verified by their last report card. 3.Be of good moral character. 4.Have had no misdemeanor convictions within the last year or any felony convictions. 5.Be of sufficient health to participate in Explorer activities. 6.Have parental approval to participate. 7.Become a member of the Boy Scouts of America and adhere to BSA policy. 8.Agree to maintain satisfactory attendance and participation at Explorer events. 9.Successfully complete a background investigation. 3410.5 DEPARTMENT EXPLORER COORDINATOR 1.The Department's designated Explorer Coordinator reports directly to the assigned Commander (see Department organizational chart), and is responsible for the coordination, recruitment, training, standards, and evaluation of the Explorer Program. Published with permission by Santa Ana Police DepartmentPOLICE EXPLORER PROGRAM - 22.The Explorer Coordinator may be assisted by an Associate Explorer Advisor consistent with BSA standards and policy. 3.The Explorer Coordinator acts as a liaison with City, County, or other Explorer Programs and the Boy Scouts of America. 3410.6 UNIFORMS AND APPEARANCE 1.All Explorers shall adhere to the Explorer Post Uniform Policy and will present a neat and professional appearance while acting in an official capacity. 2.The Explorer Uniform varies depending on the nature of the assignment and is determined at the direction of the Explorer Coordinator. The following uniforms have been established (complete uniform specifications can be found in the Explorer Policy Manual): A.Class A: (Standard SAPD issue) Formal Departmental functions. B.Class B: (Light blue uniform shirt, standard uniform pants) Public Events. C.Ride-Along: Explorers shall wear Class A or B uniforms during Patrol ride- alongs. I.Informal/Training Events: Dark blue polo shirt with City seal and dark pants. 3.Explorers shall not wear the standard police uniform during ride-alongs or any events not specifically approved by the Explorer Coordinator. 3410.7 RIDE-ALONGS 1.In accordance with the Ride-Along Policy, Explorers who have attended the explorer academy are authorized to participate in patrol ride- alongs subject to the following conditions: A.Police Explorers may participate on Watches I, II, and III based on an eligibility list provided to the Watch Commander by the Explorer Coordinator. Police Explorers under the age of 18 shall not participate in ride-alongs past 2400 hours without the prior written approval of the Explorer Commander. Explorers over the age of 18 must conclude their ride-along by 0200 hours. B.The Explorer shall be advised that he/she is expected to refrain from expressing approval or disapproval of an officer's actions to any arrestee, victim, witness, etc. The Explorer is free to question the officer, later, in private. The Explorer will not be permitted to take cameras, tape recorders, or any other electronic recording devices. The Explorer shall be instructed to remain in the unit unless advised that he/she may exit. An Explorer may use the radio and MDT at the request of the ride-along officer, under the officer's supervision, or under emergency conditions where the officer is incapacitated. C.In the event dangerous or "hot" calls are assigned to a unit, the officer shall drop the Explorer at a location where he or she may remain in relative safety prior to responding to the call. As soon as circumstances permit, another officer shall be dispatched to pick up the Explorer. Explorers shall not be placed in "life- threatening"
