3090.1 PURPOSE
It is the purpose of this procedure to provide guidelines for the management of the Santa Ana
Police Canine Unit and the use of police service dogs in field operations.
3090.2 GOALS AND OBJECTIVES
1.To promote service and safety in the community by providing general and specialized
law enforcement patrol through the efficient use of police service dog teams.
2.To reduce the resources and time spent in thoroughly searching a building, structure
or area.
3.To minimize injury to police officers, citizens, and suspects resulting from criminal
activity.
4.To increase the number of suspects apprehended while in the process of committing
criminal acts.
5.To increase the time available for the patrol force to dedicate to calls for service and
proactive patrol.
3090.3 CHAIN OF COMMAND
1.The Canine Unit has been organizationally placed in the Field Operations Bureau.
2.Direct supervision of the Canine Unit will be the responsibility of the Canine Sergeant.
Overall administrative responsibility shall be that of the Canine Commander.
3.Functional control of on duty canine teams is that of the on duty Watch Commander
and/or the Field Sergeant.
3090.4 USE OF CANINES
1.A supervisor sufficiently apprised of the situation shall approve the deployment of
a Canine Team to a particular activity unless exigent circumstances exist making it
impractical to seek prior approval.
2.A minimum of three officers shall be used to assist the canine officer with search team
operations unless circumstances are such that this is impractical or unsafe.
3.When feasible, canine officers should ensure that all officers on scene are aware
whenever the canine is off-leash.
4.Canine officers shall carry with them a conventional flashlight while on duty on all shifts.
5.Unless under the immediate control of the handler, police service dogs shall be kept
within the rear portion of the police unit or in the department kennels while on duty.

When used in support of SWAT, the handler and the police service dog are under the operational
control of the SWAT Commander.
1.Canine teams that have completed the 80 hour SWAT school and have been approved
by the Canine Sergeant should be utilized with SWAT entry teams when practicable.
2.The SWAT Supervisor has the discretion to determine if the standard canine
announcement procedure is appropriate for the tactical situation.
3090.6 REQUEST FOR ASSISTANCE
3090.6.1 DEPARTMENTAL
Canine Handlers shall monitor their police radios at all times while on duty or operating their
assigned police vehicle. They should respond to any situation where a police service dog may be
required. In instances where there is no SAPD canine on duty, the scene supervisor shall contact
the Watch Commander who shall contact the canine supervisor before requesting a canine from
an outside agency.
3090.6.2 OUTSIDE AGENCIES
If the Watch Commander approves an outside agency's request for canine assistance, an
available canine team shall be dispatched to the requested location. Absent extenuating
circumstances, aSergeant shall be dispatched to the location with the canine unit.
3090.7 REPORTING PROCEDURES
1.Canine Handlers will complete all reports and computer entries prior to the end of their
watch unless otherwise authorized by the Sergeant or Watch Commander.
2.Canine Handlers will document every use of their canines in their computerized
incident or training logs.
3.Canine administrative reports shall be completed by a qualified canine supervisor
whenever possible or appropriate to the circumstances.
3090.8 SAFETY PROCEDURES FOR CANINE TRAINING
The following safety precautions shall be taken at all canine training. It is the responsibility of the
Canine Handlers to supply the needed equipment to the agitator, therefore, safety equipment must
be carried in the police unit of the Officer(s) conducting the training.
1.Hand protection should be used to prevent the dog's mouth from entering the sleeve
opening and biting fingers or hands.
2.A helmet must be worn whenever the agitator is reclining on the ground, in a vehicle
or other cramped quarters where the dog might access the agitator's head.
3.No live weapons or ammunition are to be present during any training scenarios.
Training aids such as simulated handguns may be used if necessary.
4.Prior to utilizing an E-Collar, canine handlers must be properly trained in their use.

1.Officers will ensure the training area is secure (gates closed, non-involved individuals
out of the enclosure) before beginning any activity.
2.All equipment shall be inspected prior to its use to ensure it is in proper working order.
The Canine Sergeant shall be notified of any damaged equipment as soon as practical.
3.Officers shall ensure that all equipment is secured and the appropriate gates locked
before leaving the facility.
4.All non-Santa Ana Police personnel shall be required to have a signed waiver on file
prior to using the facility unless under the direct
