Published with permission by Santa Ana Police DepartmentUSE OF THE TASER CONDUCTED ENERGY DEVICE - 1USE OF THE TASER CONDUCTED ENERGY DEVICE 3040.1 PURPOSE This procedure provides members, designated by the Department as TASER Operators, technical and procedural information regarding the use of the TASER. This procedure was developed in conjunction with the Conducted Energy Device Policy. 3040.2 DESCRIPTION (TASER 7 AND TASER X26P) The TASER 7 is a two-shot weapon that uses two cartridges, whereas the TASER X26P is a single shot weapon containing one cartridge. Each TASER model deploys two small probes that are attached by conductive wires. Both TASERs transmit electrical pulses along the wires and into the body, which are designed to affect the sensory and motor functions of the peripheral nervous system and cause involuntary muscle contractions, otherwise known as neuro-muscular incapacitation (NMI). 3040.3 TASER CARTRIDGES Regardless of TASER device, any defective or expired cartridge shall be returned to Central Distribution Center (CDC) personnel who shall issue a replacement. 3040.3.1 TASER 7 CARTRIDGE CHARACTERISTICS Cartridges are distinguished by purpose and cartridge angle. Cartridge angle is the angle of separation between the top and bottom probes when they are deployed. The cartridge angle is printed on the top of a cartridge. Live cartridges are identifiable by their black blast doors. (a)Close Quarters Cartridges (12-degree) contain twenty-five (25) feet of wire and can be effective at a distance range from 4 to 15 feet. 12-degree cartridges are black in color. (b)Standoff Cartridges (3.5-degree) are designed for langer range deployments and have a deployment angle of 3.5 degrees. The optimal deployment range for the 3.5-degree cartridge is 11.5 to 21 feet. 3.5-degree cartridges are gray in color. 3040.3.2 TASER X26P CARTRIDGE CHARACTERISTICS The TASER X26P has one deployable cartridge with a 21-foot range. The ideal range is between 7 to 15 feet. 3040.3.3 STORAGE AND HANDLING OF TASER CARTRIDGES The TASER 7 shall be deployed with two loaded cartridges in the firing bay and the TASER X26P with one loaded cartridge in the firing bay. TASER 7 and TASER X26P shall be carried on the member’s duty belt, with the safety in the on position, on the reaction side (non-weapon side) in a Department issued holster. Published with permission by Santa Ana Police DepartmentUSE OF THE TASER CONDUCTED ENERGY DEVICE - 23040.4 TASER BATTERIES The TASER 7 utilizes a rechargeable battery which should be charged a minimum of every thirty (30) days or when the rear battery Icon flashes. Batteries can be charged at any of the eight (8) docking stations throughout the Department. The TASER X26P utilizes a non-rechargeable battery and shall be replaced when the battery percentage falls below 20%. 3040.5 STORAGE AND INSPECTION PROCEDURES Department members shall inspect and function test their TASER device at the beginning of their shift, prior to going in the field. 3040.5.1 TASER 7 INSPECTION AND FUNCTION TEST PROCEDURES Placing your TASER 7 into the Function Test mode will log everything that occurs as a test. This is ideal for performing function tests. The steps for conducting a function test are as follows: (a)Point the TASER 7 into a clearing barrel. (b)With the safety in the down (SAFE) position, press and release both Arc switches simultaneously. (c)Shift the safety switch to the up (ARMED) position. (The colors on the CID will be reversed. The battery and loaded cartridge icons will be black, and the background will be yellow) (d)Press the Arc switch or both arc switches. The Taser will arc for five seconds. Note: use the Arc switch not the trigger during function test, pulling the trigger will deploy a cartridge. (e)After the 5-second cycle is over, look over and verify: 1.There are not fault icons; 2.There are two cartridges present; and 3.There is adequate battery capacity (f)View the arc from the top or side of the Taser, verify electricity is arcing across the electrodes on both firing bays. (g)Shift the safety switch to the down (SAFE) position. (h)If any of the above verifications fail, return to CDC for a new Taser. 3040.5.2 TASER X26P INSPECTION AND FUNCTION TEST PROCEDURES The following procedures shall be used to inspect the TASER X26P: (a)Stand in front of a clearing barrel and remove the TASER from the holster. (b)Point the weapon towards the clearing barrel. (c)Ensure the safety is in the on position and remove the cartridge from the firing bay. Physically inspect the condition of the TASER and cartridge to ensure there are no signs of damage. (d)Check the battery indicator light to
