2031.1 PURPOSE
This procedure provides Department personnel with specific directions when they are sent to or
request to attend a training class as a result of their assignment or employment at the Santa Ana
Police Department (SAPD).
2031.2 POLICY
It is the policy of the Santa Ana Police Department to administer a training program that provides
for professional growth and development of its personnel. By doing so, the Department ensures
personnel will possess the knowledge and skills necessary to provide the community with the
highest level of professional service possible.
2031.3 DEFINITIONS
2031.3.1 REQUIRED TRAINING
The Department may require employees to attend training for one or more of the following reasons:
1.POST Mandated - POST requires all sworn peace officers and police dispatchers
attend 24 hours of POST-certified courses every two years. Additionally, POST
requires all sworn personnel the rank of Sergeant and below attend 16 hours of
certified perishable skills training. The Training Division is responsible for monitoring
training hours and will notify employees when POST certified training is required.
2.State/Federal Mandated - The State and Federal governments require peace officers
be trained on specific subjects, such as CPR/First Aid and Hazardous Materials.
3.Department Mandated - The Department has developed numerous courses designed
to provide its employees with the knowledge, skills, and tools necessary to provide
enhanced police services. Some of these classes include: Mobile Field Force training,
Maximum Restraint/Positional Asphyxia training, and Arrest and Control training.
Employees may also be required to attend specialized training based on their specific
assignment. An officer selected to work Narcotics, for example, may be required to
attend the Narcotics Investigations Course.
2031.3.2 ELECTIVE TRAINING
Employees may desire training in areas of personal interest related to their duties with the
Department. This type of elective training is a key factor for personal growth and development.
2031.3.3 NON-DEPARTMENT SPONSORED TRAINING
Employees may desire training that is not sponsored or paid for by the police department, but
which will benefit them personally or professionally.

All employees’ training is subject to the terms and conditions of the City's Training and Travel
Policy, State of California P.O.S.T. policies, the Scheduling of Training Days and Travel Time
Compensation Procedure and their respective memorandum of understanding.
2031.4.1 REQUESTS FOR TRAINING
Due to the time it takes to process a training request, training requests should be submitted to
the Training Division at least 30 days in advance for local classes and 60 days in advance for
out-of-area classes.
1.Required Training - The Training Division will notify employees when required/
mandatory training is necessary. The notification or course confirmation memorandum
will provide the course name, date, times, accommodations (if any), specific
requirements, and any reimbursement entitlement. Employees need not submit a
School Request form for required training.
2.Elective Training - Employees who wish to attend elective training must complete a
School Request form and submit the form to the Training Division via the affected
member's chain of command.
A.Local Elective Training: Within 50 miles of the Department
(a)The employee must complete the "Employee Information" section of the
form, attach the course flyer and submit it to their immediate supervisor
for approval.
(b)The supervisor will review the request, verify a course flyer is attached,
and either approve or deny. If approved, the supervisor will sign the form,
enter the training days into InTime and forward the form, with attachments,
to the Training Division via the chain of command.
(c)The affected Commander / Manager will review the request and approve
or deny. The Commander / Manager will verify funds are available and
indicate the account to be charged. If the request is approved, the
Commander / Manager will forward the Training Request to the Training
Division.
(d)The Training Division will make the necessary reservations and send the
employee a course confirmation memorandum. In the event the course is
full or otherwise unavailable, the Training Division will advise the employee
of the circumstances, and remove the training days from InTime.
(e)The Training Division will forward the Training Request to Fiscal for
processing of payment.
B.Out of Area Elective Training: Overnight Stay Required
(a)The employee must complete the "Employee Information" section of the
form, attach the course flyer, complete an Overnight Stay memorandum
and submit it to his/her immediate supervisor for approval. If no host hotel
is provided for the course, the employee should research area hotels and
attach a screenshot to the Training Request form. If the requested course
