Restraining Resistive, Violent, or Assaultive Persons

Sacramento Police Department (SPD) officers are trained to utilize a variety of different techniques to
take persons into custody. The Search and Handcuff Manual, RM 523.02 explains and illustrates
department approved methods and techniques to assist officers in establishing and maintaining law
enforcement professionalism in the use of search, handcuffing, and weaponless control techniques.
At times, arrested persons will exhibit resistive, violent or assaultive behavior even when properly
restrained in handcuffs and seatbelts. Some examples of this behavior would be:
1. Kicking at officers or other members of the public .
2. Damaging city property by kicking out police vehicles windows, doors, in- car cameras, or
police holding facility walls or doors.
3. Persons in mental health crisis that are violently attempting to harm themselves.
Different techniques have been utilized over the years for controlling this level of resistance. Currently the SPD utilizes the Maximum (Max) Restraints system and is currently field testing The Wrap Safety Restraint (The Wrap).
Maximum (Max) Restraints
The Maximum (Max) Restraints system is currently aut horized for officer use. For more than 5 years,
officers have received regular training on the use of the system at CPT and all officers assigned to patrol and specialty teams are issued Max Restraints. When the system is utilized, it restrains the person in such a manner to reduce the risk of injury to all persons and prevent damage to property.
The system also places the person in a position to reduce the potential for positional asphyxia. The pending revision for RM 523.02 includes the use of Max Restrai nts.
The Wrap Safety Restraint (The Wrap)
This system is currently being utilized by 12 patrol teams throughout the city for a 30- day trial and
evaluation period. The selected teams received the equipment and initial training from the
department’s Advanced Officer Training section and will provide feedback when the system is
utilized. The Wrap restricts the subject’s use of their legs, arms , and upper body and places them in a
seated position for transport and security. Additionally, The Wrap includes headgear to be applied to
detained subjects for additional protection if needed. The Wrap can also be utilized in conjunction
with Max Restraints if the person’s level of resistive, violent or assaultive behavior continues to put any person at risk of injury or damage to property .
The use of The Wrap shall only be utilized under the following circumstances:
1. By officers trained in the application of the equipment issued by the Department.

2. Shall not be used as a substitute f or the use of handcuffs.
3. Shall not be used on a juvenile whose age is not yet known but appears to be under the age of
12. An exception may be made if the size of the juvenile appears to be disproportionate to
others in the same age range.
4. Shall not be used on anyone under five feet tall, or anyone perceived to be under 100 pounds in weight.
When feasible and safe, officers should broadcast over the radio that they will be placing or have placed the subject in The Wrap. Supervisors should acknowledge the radio broadcast, and the
information should be added to the CAD call for service. Additionally, the jail will need to be notified that officers are bringing an uncooperative subject who is in The Wrap. Sacramento Sheriff’s Office is aware of The Wrap and utilize their own system inside the jail.
