General Order 210.09 establishes procedures for the collection of data and requires officers to complete an entry for each individual detained or searched during a call for service or self -initiated activity. The RIPA regulations have been amended and will take effect on J anuary 1, 2024. Click here for a P owerPoint with step -by-step visuals and ins tructions . SIGNIFIGANT AMENDMENT S BY SECTION 1. Switchboard: • You will be routed to a switchboard upon opening the RIPA appl ication. • Select ‘2023’ for detentions or searches conducted between January 1, 2023 – December 31, 2023 • Select ‘2024 ’ for detentions or searches conducted on and after January 1, 2024. 2. Officer Profile: • If you are a lateral officer, input your prior years of law enforcement exper ience in the ‘Prior Years Experience’ box. Your sworn date is automatically calculated. • Effective January 1, 2024, DOJ mandates all officers to sel f-report their gender and ethnici ty on the ir RIPA reports. This data is not currently subj ect to public release. • Upon logging into RIPA 2024 for the first time, you will be prompted to select your ‘Ethnicity’ and ‘Gender’. Select all applicable data values, which are set forth in Title 11 § 999.226 (a)(5)(A) and (a)(6)(A). • This information saves to your user pro file and can be updated at any time. Your ethnicity and gender will prefill for all RIPAs after you make your selections. 3. Smartfill: • Never enter any personal identifying information in the ‘ Sticky Note ’ section (e.g., name, driver license number, x -ref, DOB, social security number) 4. Initial Stop : • ‘Location’ will automatically geocode as a coordinate if you start with a valid CAD call number. If you’re comp leting a m anual ent ry, click the geocode button next to the ‘Lat/Long Coordi nates’ box after you enter the stop location. • Never enter a stopped person’s address or apartment/building/suite/unit numbers. 5. Reason: • Select the ‘Call for Service’ box if the det ention or search originated from a call for service. • Select the ‘Call for Welfare Check’ box if the detent ion or search was performed during a welfare/wellness check or part of a community caretaking function. The facts that formed the basis for conducting the welfare/wellness check or the communit y caretaking function shall be documented in the ‘Stop Narrativ e’ section. Any other stop constitutes a pedestrian stop, including passengers on a bus or train. • As a result of AB 2773, officers are now required to document the reason(s) given to the stopped person in the ‘Reason Given to Citizen’ section: • If the primary reason for the stop differs from the reason(s) communicated to the stopped per son, officers shall document in detail why in the ‘Stop Narrative’ section. • If officers did not communicate any reason(s) for the stop to the stopped person, officers shall document t he facts and circumstances in detail that gave rise to a reasonable belief that withholding the reason for the stop was necessary to protect life or property from immi nent threat in the ‘Stop Narrative’ section. 6. Perceived: • Select ‘LGB+’ or ‘Straight/Heter osexual’ based on your perception of the stopped person in the ‘Sexual Or ientation’ box. • Select the ‘Unhoused’ box if you perceive the stopped person to be unhoused. • Select the ‘Passenger’ box if the stopped person was a passenger in a vehicle. • Select the ‘In Residence’ box only if the stopped person was inside a residence o where a search/arrest warrant naming or identifying anothe r person was conducted o where a search was conducted pursuant to another person’s parole/probation/PRCS/mandatory supervision s tatus o where a compliance check was conducted on another person who is und er home detention/house arrest 7.
