Brent K aneyuki , Comm unity Adv anceme nt Division Katherine Lester , Chief of Police Prepared by: Officer Jeff Kuhlmann , PSU Volume 111 Violence Redu ction /Community Referrals 8-1-2022 On 7/1/22, the Sacramento Police Department ’s (SPD) Violent Crime Reduction Strategy (VCRS) was officially launched . Part of this strategy embraces a collaborative partnership be tween field and investigati ve personnel of SPD and designated Community -Based Organizations (CBO) . These CBOs are coordinated through the new Office of Violence Prevention (OVP) , which is a part of the SPD Community Advancement Division (formerly called Outreach and Engagement) . VCR S aims to reduce violent crime in our community through a multi faceted approach . This includes using CBOs during preplan ned events, critical inc idents, and referrals for assistance from SPD personnel . SPD personnel with field and investigative assignments have the opportunity to help augment the VCRS through their direct contact with community members. When contacting a person who matches the conditions listed below, consider forwarding the person ’s information to the Community Advancement Division so that a CBO can follow up with them . Alternatively, provide a card or share the QR code below so that the person can reach out themselves. CBO referral s shall not be used in place of enfor cement action. 1 - Officer Referrals (Focused Individ ual Intervention) • Patrol officer referrals should focus on thos e involved in or with a history of violent crime, gun violence , or gang a ffiliation . • Officer provides t he referral business card (w/QR code that directs the referred person to resource opportunities ). See the exam ple on Page 2. • Officer gathers all the VCRS Subject R eferral information and comp letes an Outreach Re ferral – I Repor t. The referral ’s role will be “subject ”. Utilize and completely fill out the Outreach Referral Template . (See the examp le on Page s 2). • Community Advance ment officers work with Dr. Nicole Clavo (O VP) to assess t he needs and provide referral s to the appropriate CBO . • Referrals will be trac ked b y the Community Advancement Division . Examples in clude workin g with a CBO for an event like National Night Out when completing an Incident Action Plan ; or cal ling for assistance at the scene of a violent crime . To efficiently deploy CBO s and properly track their use, please use the guidelines below to route informat ion to the Community Advancement Division . 2 - Planned Ev ents (Short notice response to public g athering places to prevent and intervene in problematic behav iors.) • Required I nformation : Manager should in clude the following pertinent informati on, as well as the nature of the event: o Address/location of the event (district) o Specific date & time of the event o Scheduled Incident Commander ( IC)/Watc h Commander (WC) for the event o Event’s pri mary conta ct (name, phone, email contact information) o Estim ated number of CBO representatives needed and when • The m anager emails the required information above to Lt. Kaneyu ki • The following in formation for the event shall be noted on the I C or WC’s daily report and emai led to bkaney uki@pd.ci tyofsacram ento.org ): o Was th e CBO resp onse timely (within 1 -Hour of Notific ation)? o Did the CBO repres entatives he lp deescalate the situation? o Were the CBO representatives helpful to SPD? o Was there productiv e communication between the CBO and SPD? • The event will be tracked by the Communi ty Advancement Division (Outreach) .
