Departmen t-Issued Cell Phone Deployment

Department -issued cell phones are in the process of being deployed to field personn el. The purpose of th is
bulletin is to give a quick overview of the phones and accessible apps. The cell phone s are Apple Iphone 12 s
with First Net cellular service. All cell phones are Virtual Pri vate Network ( VPN) enabled , allowing access to
the Sacramento Police Department (SPD) network. Cell phones are remotely manage d by software called
MaaS360, which allows admin istrators to manage t he phones remote ly to add or remove applications , lock, or
unlock phones and remotely wipe the phone of all data if a phone is los t. Users do not have the a bility to add
or remove applications f rom the p hone. The cell phone allow s perso nnel the abil ity to :
• Make and recei ve phone calls and texts .
• Access the Mobile MDT which has the same functionality as the MDT in the patrol car .
• Access WebK PF.
• Issue electronic citations for traffic and misdemeanor violations .
• Access Axon applica tions that allow personnel to take and uploa d evidentiary pictures to
Evidence .com .
• Access Axon applications that allow personnel to send links via email or text to victims and wi tnesses to
submit evidence electronically to Evide nce.com directly .
• Access to social media applications to be used for in vestigatory purposes only.
• Access Sacramen to Poli ce Department and City of Sac ramento web sites and applications .
• Access to department email .

o This API establish es a policy and guidelines for the acceptable use and security of the City’s
Information Tec hnology resour ces.
Reminders :
• The Mobile MDT application on the phone works the same as the MDC in the patrol car. GPS loc ation
and GPS speed are tracked when logged onto the M DT and watch comm anders will get notifications
when the GPS speed on the phone s exce ed 90 MPH.
• Social me dia application s should only be used for investigatory purposes. Officers shall not log onto
any social media applica tions using thei r persona l account s.
• Personal cell phones should be used for personal use and work cell phones shou ld be used for work
purposes only.

• Records created in the c ourse of conducting City business, including but not limited t o, text messages,
email messag es, and photogr aphs, may be subject to the California Public Records Act, and as such
may therefore be subject to public disclosure unless otherwise exempt .
• Once a photo has been taken with the Axon Photo Capture App. , it can no longer be dele ted and will be
sent to Evidence .com as part of the ca se.
Use of Axon Capture is to be used following guidelines outlined in GO 510.1 1:
• CSI sh all respond and take photogra phs of:
o People with visible injuries for any case .
o Any scenes i nvolvin g crimes against persons (PC 246, 245, 261, 187, etc.).
o Officer or suspect injuries from a use -of-force incident .
o Canine bites.
o Extensive damage vandalism or hat e crime vanda lism.
o Major city-involved collisions (significant collisions, major city damage, offi cers/civilians injured).
Note: Only CSI can document and collect certain evidence from property crim e scenes, such as
footwear impress ions, b lood/bodily fluids , DNA from cup/can prior to coll ection, etc.
• Officers can respond and take photograph s of:
o Officer proper ty dam age (door kicks, fence damage, etc.)
o Minor vanda lism (window break, graffiti)
o Minor city -involved collision s (traffic light down, signs down, minor damage to city vehicles with
no injuries , scratch/dents to po les, etc.)
o Property c rime scenes, if necessa ry, to document condition (ransacked PC 459 – CSI does not
usuall y photograph these)
o Property re leases
o Neglige nt discharge with no damage/bullet holes (PC 246.3 )
