O.O.O. 130.07 1 OF 2 SACRAMENTO POLICE DEPARTMENT OFFICE OF OPERATIONS 130.07 TRAFFIC DUTIES 03-18-94 PURPOSE To st ate the responsibilities of individual s assigne d traffic duties , and the functions of various assignment s. POLICY To assign individ uals to respo nsibilitie s for traffic control and coor dinati on of document ation. PROCEDURE A. TRAFFIC RESPONSIBILITI ES - SECT OR TWO E XECUTI VE LIEUTENANT The Secto r 2 Executiv e Lieutenan t's traffic duties shall consis t of, but are not limite d to, the following: 1. Preparing and submittin g plans concernin g the operatio n of traf fic officers , cons tantly updating to fulfill curren t needs. 2. Conduc t research into causes of traffic collisions , develop prevent ative measur es, and sugges t new programs in this area. 3. Suggestin g policie s and procedures on traffic matters that provide unifo rm st andards of enforcement of both the Vehicle Code and City Code. 4. Keepin g the four (4) secto r captains informe d of curren t problem s associated with traffic. 5. T raining a. Main tainin g a training pr ogra m to enabl e traffic officer s to develop and main tain essentia l skills. b. Ensur e personne l mee t department trainin g requiremen ts. c. Identifyin g areas wher e additional trainin g is needed. 6. Coordinating Activities a. Coordinat e traini ng of personnel assigned to motor units. b. Coordinating ef forts of the DUI, motor, and Acciden t Investigation Units towards achievin g traffic enforcement g oals of the department. 7. Attending meeting s assigned by the secto r captain whic h involv e agencie s that have a mutual i nterest in traffic s afety. 8. Assuring statistica l informatio n is given to p atrol field supervisor s to assist them in prep aring personne l assignments and monthl y stat istical activit y reports as necessar y. 9. Assistin g in the cr eation of the annual budget. 10. Scheduling all vacations , pistol shoots, holidays , schools, advance d officer traini ng, instructors , and any othe r schedulin g needs of the DUI and Ac cident Investigatio n units. 11. Scheduling all vacations for motorcycl e officers. 12. Pr e paring perfor manc e ap praisal s of se rgeants and review the perfor manc e appraisals of personne l of the DUI and Ac cident Investigation units. 13. Investigat ing all misconduc t of sergeants and of ficer s assigned to the DUI and Accid ent Investigat ion units as assigned or as the misconduc t become s known. The findings of the investigatio n shall be reporte d in writin g to the Secto r Capt ain as soon as possible and practical. 14. Reviewing (and signin g as required) the weekl y timeca rds for assigned p ersonnel. 15 . Reviewing and making recommendations and commen ts on department staf fing. 16. Reviewing and approving overtime reques ts for DUI and T raffic Investigations Unit. 17. Spot-checkin g traffic repor ts for quality control. B. TRAFFIC DETECTIVE SERGEANT The Traf fic Detectiv e Sergeant shall be r esponsibl e for require d follow -up investigatio n of traf fic collisio n reports. 1. Hit and Run Collisions : The investigativ e sergean t shall revie w and assig n for additional investigation , all hit and run reports mee ting the establishe d criteria for follow -up. Fatal Collisi ons: The investigativ e serg eant shall assig n and personall y supervise investigation of all fatal acciden ts. The sergean t will keep the Secto r 2 Executive Lieutenant infor med of progres s on all fatal accide nt investigation s and obtain the lieutenant 's approval befor e filing or completin g a case. 3. City Equipment Collisions : The invest igativ e sergeant shall personall y com plete, when practical , follow -up of all City equipmen t accidents . Upon completion, the sergeant shall forwar d copies of complete d repor ts to the Trainin g Lieuten ant, Personne l Services Divisi on, for review. a. In the event of comple x City equipment accidents (i .e., fatal injuries, driving under the influence with arrest cases , etc.) the Traf fic Detectiv e Sergean t may assig n the case(s ) to a subordinat e detective. b. The Traf fic Detectiv e Sergeant shall monito r the case and keep the Sector 2 Executiv e Lieutenan t informed of the progres s of the case. c. In the absenc e
