JOINT JURISDICTION OFFENSES INVOLVING FBI
3-19-20
PURPOSE
To define operating procedures utilized during the investigation of criminal offenses which involve
joint jurisdictions (i.e., bank robberies, extortions, and kidnappings).
POLICY
To assist other law enforcement agencies whenever possible to prevent any misunderstanding or
conflict between the FBI and the Department.
PROCEDURE
A. NOTIFICATIONS
1. Bank Robbery
a. An investigator from the geographically assigned NCU team shall conduct all follow- up
investigations of bank robberies in their respective area.
2. Extortions for the purpose of robbery
a. The geographically assigned NCU team shall investigate all extortions for the purpose of
robbery. If a bank is the victim, the investigation shall be coordinated with the FBI upon
their entry into the case.
b. Once the FBI takes over the incident , the Department shall assume a liaison function and
the FBI Field Commander will make final decisions.
3. Kidnapping
a. The appropriate Section Lieutenant shall be in charge of the follow- up investigation,
depending upon the purpose of the kidnapping.
b. The primary investigative responsibility shall rest with the Department until such time as it
appears the victim may have been transported out of California. At that time, the FBI
should assume the investigative responsibility.
4. Evidence
a. In all three mentioned offenses, the primary responsibility for the preservation, collection,
and booking of evidence shall rest with the Department personnel who may be assigned to
the case.
