SACRAMENTO POLICE DEPARTMENT OFFICE OF INVESTIGATIONS OOI 330.01 Page 1 of 2 330.01 CRIME STOPPERS 3-19-20 PURPOSE The purpose of this order is to establish procedures for the use of Sacramento Valley Crime Stoppers. POLICY It shall be the policy of the Sacramento Police Department to afford members of our community an opportunity to assist law enforcement in solving major crimes in a timely manner through constructive leads, all while ensuring the tipster’s anonymity. PROCEDURE A. DEFINITION Crime Stoppers encourages members of the community to assist local law enforcement agencies in the fight against crime by overcoming the two key elements that inhibit community involvement: fear and apathy while remaining anonymous. B. HOW OFFICERS CAN SUMBIT TIPS TO CRIME STOPPERS 1. Officers and detectives may submit wanted persons and requests for additional information to Crime Stoppers. a. Submissions may be made in person to the Crime Stoppers Law Enforcement Coordinator, located within the Major Crimes area of Investigations at Police Headquarters, or b. Via email: Sacramentovalleycrimestoppers@pd.cityofsacramento.org c. Requests should be made on the Crime Stoppers Wanted Person / Crime Request Form. C. ASSIGNING AND WORKING OF TIPS 1. When a tip is received, the tip will be assigned by the coordinator to the sergeant of the appropriate unit. 2. The coordinator shall forward tips requiring immediate dispatch directly to the Allied Agency or SPD Communications Center. Communications shall dispatch the call absent cancelation by the Sector Sergeant or Watch Commander. 3. If additional information is needed on the tip, the Crime Stoppers Law Enforcement Coordinator may attempt to elicit additional information from the tipster on the Department’s behalf. D. CLOSING OUT A TIP 1. The Sergeant who was assigned the tip shall close the tip out within 30 days with the appropriate disposition. At the bottom of each tip, there is a hyperlink to the disposition page. E. CITIZEN TIP REFERAL 1. Members of the public may submit information in the following ways: a. By calling 916-443-HELP or 1-800-AA-CRIME; b. By website: www.sacvalleycrimestoppers.com ; c. Through the P3 tips application available at the Apple App Store or Android Google Play (1) Citizens who provide information to law enforcement may be eligible for a cash reward of up to $1000. F. REFRENCING A TIP IN A POLICE REPORT The success of Crime Stoppers relies on the anonymity of the person providing the tip. Officers and detectives should avoid referring to Crime Stopper Tips in police reports. If absolutely necessary, the officer should reference the tipster as “CI” or “Confidential Informant”. G.
